This General Letter establishes a standardized, statewide framework for administering Legislatively Directed Funds (“LDFs”), also known as “earmarks.” This policy applies to all LDF grants and contracts entered into on and after February 1, 2026 and applies to all executive branch state agencies that are involved in administering LDFs.
