Human Investigations Committee
The Department of Public Health’s (DPH) Human Investigations Committee (HIC) is charged with reviewing, monitoring, and approving research using identifiable health information obtained by the Department with the aim of protecting the rights and welfare of the research subjects. The HIC fulfills the role of the Department’s Institutional Review Board (IRB).
The Committee meets monthly, if agenda warrants, to review protocols or modifications of protocols which have been submitted, consistent with Federal Regulations (45 CFR 46), Connecticut General Statute Section 19a-25, and Sections 19a-25-1 through 19a-25-4 of the Regulations of CT State Agencies. The Committee consists of not less than five voting members appointed by the DPH Commissioner.
Researchers should read the HIC Letter to Applicants below and submit their HIC Application Form & Data Inventory, along with all other required documentation, as directed in the form. Prior to submitting their application, researchers should contact the DPH Program that holds the data or information they require for their study. Applications should be received at least 20 days prior to the date of the meeting at which they are to be considered, unless the Committee Chairperson allows otherwise.
DPH staff undertaking research should ensure that they comply with the DPH Financial Conflicts of Interest in Federally Funded Research Policy.
