Correctional Enterprises of Connecticut (CEC) is a unit within the Administration Division of the State of Connecticut Department of Correction. CEC’s programs offer inmates opportunities to be productive, learn new skills, be accomplished and responsible, thus aiding in the overall safety and security of the agency. This is accomplished through voluntary inmate participation in CEC’s production shops, which reduce prison idleness, instill work ethic, and promote skill development.

Statutory Authority / Who Can Order?

Volume 6, Section 18 of the statutes of Connecticut (State Use Law) 18-88-G states that, “Each state department, agency, commission, or board shall purchase its necessary products and services from the institution industries if such products and services are produced or manufactured and made available by such industries, provided such products and services are of comparable price and quality and in sufficient quantity as may be available for sale or offered for sale outside the institutions.”

CEC is only permitted to offer goods and services to state agencies, federal government, municipalities, and qualified non-profit entities.
