"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. If an agency is unable to publish a Post-Scoping Notice within six months after the comment period for scoping, the agency will publish an update with an action status and an estimate as to when a Post-Scoping Notice will be published. 1. Notice of Time Extension for Post-Scoping Notice for Crestwood Drive Water Main Extension
Municipality: Crestwood Drive and Autumn Ridge Road, Naugatuck
CEPA Determination: On March 16, 2021, the Department of Public Health (Department) published a Notice of Scoping (March 16 2021 (ct.gov)) to solicit public comments for this action in the Environmental Monitor. The Department is unable to publish its determination regarding this action at this time.
Action Status: The CT Water Company (project owner/borrower) is working with the Department of Energy and Environmental Protection (DEEP) to satisfactorily complete the requirements for the Natural Diversity Data Base (NDDB). This NDDB application requirement was not identified in DEEP’s original comments on the project scoping notice as the project was not previously located within the protected area. However, in the June 2021 NDDB map update, a portion of the project site encroaches within an NDDB area and as such, DEEP requested the project owner to submit an NDDB application for processing.
Estimated Publication Date:The Department estimates that a Post-Scoping Notice will be published in the Environmental Monitor on or before December 21, 2021.

What Happens Next: The Department of Public Health will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under the Connecticut Environmental Policy Act (CEPA). 1. Post-Scoping Notice for Coventry Low-Pressure Sewer Extension
Address of Possible Project Location: Commercial and Professional Office designated properties along Route 44 (Boston Turnpike), just east of the Bolton line. The location is depicted as the Proposed Bolton Gateway Sewer District on maps included in the Environmental Review Checklist.
Municipality where it would be located: Town of Coventry
CEPA Determination: On August 20, 2019, the Department of Energy and Environmental Protection (DEEP) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
Comments from the Council of Environmental Quality were received during the public comment period. Responses to the comments are found in the Environmental Review Checklist linked below. After consideration of the comments received, the Department of Energy and Environmental Protection has determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the Connecticut Environmental Policy Act (CEPA). The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

2. Post-Scoping Notice for Replacement of Bridge No. 04446 - Hop River Road over Hop River
Address of Possible Project Location: Hop River Road over Hop River, approximately 0.3 miles north of its intersection with Route 6 (Willimantic Road) and immediately downstream of the Hop River Dam.
Municipalities: Coventry and Columbia
CEPA Determination: On January 19, 2021, the Connecticut Department of Transportation (CTDOT) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
Comments from the Connecticut Department of Energy and Environmental Protection were received during the public comment period; no comments from the general public were received. A public scoping meeting was not held for this project, however a Virtual Public Informational Meeting was held on December 15, 2020. The report of meeting can be found in the scoping notice for this project.
The comments are addressed, as needed, within the appropriate sections of the Environmental Review Checklist. After consideration of the comments received, CTDOT has determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the Connecticut Environmental Policy Act (CEPA). CTDOT’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

3. Cancellation of Notice of Connecticut State Police Training Facility Relocation
Municipality where proposed project might be located: Glastonbury
Address of Possible Project Location: Easterly end point of Toll Gate Road
Project History: The Department of Emergency Services and Public Protection (DESPP), Division of State Police (CSP) originally proposed to relocate its existing Firearms Training Facility and Program located on Nod Road in Simsbury to a site in Glastonbury. The proposed site was generally situated along Route 2 adjacent to the Department of Energy and Environmental Protection’s (DEEP) Public Shooting Range, located within the Meshomasic State Forest. The exact parcel configuration and project layout was to be determined during design had the project proceeded.
Comments were received during the public comment period.
Agency Determination: The DESPP, CSP has determined it is not feasible to undertake the project as described the last time a notice appeared in the Environmental Monitor on May 7, 2013 because of issues unrelated to the environmental review requirements of the Connecticut Environmental Policy Act (CEPA).

4. Post-Scoping Notice for Evaluation of Maintenance Building Location at East Haven Rifle Range
Project Title: Connecticut Military Department (CTMD) Maintenance Building Construction at East Haven Rifle Range

CEPA Determination: On July 19, 2016, the CTMD published a Scoping Notice to solicit public comments for this proposed project in the Environmental Monitor.
Based on the CTMD's environmental assessment of this project which includes a review of comments provided by the Department of Energy and Environmental Protection, it has been determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the Connecticut Environmental Policy Act (CEPA) The CTMD ensured that the recommendations received during the Scoping period were implemented.
The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

CEPA Determination: On December 4, 2018, the Department of Economic and Community Development (DECD) published Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
Comments were received during the public comment period from the Connecticut Department of Public Health- Drinking Water Section and the Environmental Health Section.
The responses to the comments received are incorporated into the Environmental Review Checklist. After consideration of the comments received, the DECD has determined that the project does not require the preparation of Environmental Impact Evaluation under CEPA. The agency 's conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.
