Scoping Notices

"Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

The following Scoping Notices have been submitted for review and comment.

1. Notice of Scoping for Seaview Avenue Corridor Improvements

Municipality where proposed project might be located: Bridgeport, Connecticut

Project Location: Along Seaview Avenue beginning at Barnum Avenue and extending approximately 2,500 feet north to Boston Avenue (US Route 1), then continuing northerly along a new alignment just west of, and parallel to Bond Street from Boston Avenue approximately 2,250 feet north to Stewart Street, and then extending approximately 600 feet to the west from Stewart Street.   

Project Description: The City of Bridgeport, with technical and financial assistance from the Connecticut Department of Transportation (CTDOT) and the Federal Highway Administration (FHWA), proposes reconstruction, streetscape enhancements, and a new transportation corridor centered upon Seaview Avenue in Bridgeport. The project will reconstruct and provide streetscape enhancements on Seaview Avenue and construct a new arterial roadway which will provide access to the planned Lake Success Business Park (LSBP), as well as the new Harding High School which is to be located at 379 Bond Street and is scheduled to open in Fall 2017.   

Improvements on Seaview Avenue from Barnum Avenue to US Route 1 are anticipated to include pavement rehabilitation, replacement and upgrade of traffic signal equipment, new sidewalks, streetscape enhancements, transit service features, and relocation of above ground utilities to below grade.  The intersection at US Route 1 will be realigned to accommodate a "normalized" four-way intersection with Seaview Avenue and Bond Street, thus eliminating the current offset alignment of the north/south legs.  The new proposed arterial roadway is adjacent to the existing Bond Street alignment north of US Route 1 to the intersection with Stewart Street, and would continue westerly from the present Stewart Street alignment to provide access to the proposed LSBP.  Based on the final preliminary engineering determination of the most suitable access point for the proposed LSBP, a new structure may also be proposed spanning the Yellow Mill Channel.

2. Notice of Scoping for Springborn Dam Removal

Municipality where proposed project might be located: Enfield

Address of Project Location: Dam is on Scantic River in Scitico section of Enfield, adjacent to 504 Hazard Avenue

Project Description: NOTE: This project was the subject of a Scoping Notice in April 2014.  It is being noticed again because the project now includes demolition of the mill buildings.

The Springborn dam, owned by the Department of Energy and Environmental Protection, is located on the Scantic River in Enfield.  It is a run-of-river dam built in 1890 to provide power for an adjacent mill.  The structure has deteriorated over time and is considered to be in very poor condition.  The dam currently consists of the failed remains of timber crib over stone masonry.

It is the goal of the Department to remove the dam in order to eliminate a public safety risk and reconnect habitat by restoring a stretch of free-flowing river.  Contaminated sediments in the impoundment will be identified and excavated prior to dam removal.

In order to facilitate the dam removal, the Department is also proposing to remove the adjacent former mill buildings, which are currently unoccupied and deteriorating.

Project objectives include:

·        Eliminate a public safety risk

·        Eliminate a migratory barrier to diadromous fish and eastern brook trout

·        Promote the restoration of runs of American shad, river herring, sea lamprey, and American eel

·        Remove contaminated sediment from the river to eliminate exposure hazard to recreationalists and downstream residents (in the event of dam failure) and strengthen the long-term resiliency of the aquatic organisms

·       Restore natural riverine functions (e.g. sediment transport, restoration of floodplain functions and values, maintenance of normal thermal regimes, re-establishment of natural riverine vegetative communities)

3. Notice of Scoping for Norwich Combined Sewer Overflow Control Plan

Municipality where proposed project might be located: Norwich

Project Location: The Greenville, Eastside, Thamesville, Laurel Hill and Downtown areas of Norwich

Project Description: Norwich is a combined sewer overflow (CSO) community, where both sanitary sewage and stormwater are carried in a single pipe.  During rainfall events of sufficient intensity and duration, the capacity of the collection system is overwhelmed and excess flows discharge to nearby rivers via built-in overflows in the collection system. The overflows were designed to prevent the combined sewer flows from backing up into basements and surcharging onto the streets. 

The collection system will undergo a separation which will involve the construction of a new sewer parallel to the existing combined sewer, thereby segregating the sources. After completion of a separation, one dedicated stormwater sewer will transport runoff directly to the local receiving waters, while the other sewer will be dedicated to carrying wastewater to the wastewater treatment plant for treatment prior to discharge into the river.

The CSO Long Term Control Plan recommends complete separation of all remaining combined sewer areas in Norwich, with the separation projects to be implemented in a phased approach, over a 20 year period. The highest priority areas would be done first, with the option to reevaluate the final phase of separation as the project progresses, based on environmental improvements, changes in regulations and new technological solutions that may emerge. 

The proposed sewer separation project will be conducted according to a “Five-Phase Implementation Plan.”  The separation plan is structured to give the highest environmental benefits at the beginning of the program.  At the end of the first phase, in year 4 of the “Five-Phase Implementation Plan,” the Greenville area separation will be completed, which is projected to eliminate half of the CSO discharge volume.  At the end of the third phase, in year 8, over 98% of the CSO discharge volume will be eliminated.  In year 15 of the program, after the first four separation phases are completed, over 99% of the CSO discharge volume (on an annual basis for the typical year) will be removed.  At that point Norwich will evaluate the progress made to date and the cost-effectiveness of implementing the final phase, phase 5, of the separation work.

4. Notice of Scoping for Covey Road Water Main Extension

Project DescriptionThe project comprises the installation of approximately 1,000 lineal feet of eight-inch water main and associated appurtenances along a portion of Covey Road in Burlington, CT.  The new main will be connected to the existing water main of The Torrington Water Company, located on George Washington Turnpike. The project will be funded through the Small Town Economic Assistance Program (STEAP) distributed by the Office of Policy and Management (OPM).

5. Notice of Scoping for Connecticut State Police Firearms Training Facility Relocation

Municipalities where proposed project might be located: East Windsor and Willington

Addresses of Possible Project Locations:  Apothecaries Hall Road & Windsorville Road, East Windsor (“East Windsor Site”); Ruby Road, Willington (“Willington – Ruby Site”); and Eldredge Mills Road, Willington (“Willington – Eldredge Site”).

Project Description: The Department of Emergency Services and Public Protection (DESPP), Division of State Police (CSP) is proposing to relocate its existing Firearms Training Facility and Program located on Nod Road in Simsbury to a new site. The proposed sites are:

  • East Windsor Site: is located south of Apothecaries Hall Road, west of Windsorville Road, and east of a railroad line.  The site is comprised of two parcels: parcel IDs: 048-65-007 (124.8 acres) and 057-65-001 (98 acres).  Total Site acreage: 222.8 acres.
  • Willington – Ruby Site: is located east of Ruby Road (Route 320) and north of Cosgrove Road.  The site is comprised of two parcels: parcel IDs: 33/019-00 (315.99 acres) and 33/017-00 (10.59 acres).  Total Site acreage: 326.58 acres.
  • Willington – Eldredge Site: is located at the end of Eldredge Mills Road (west of Ruby Road [Route 320]) and east of River Road.  The site is comprised of three parcels: parcel IDs: 33/004-00 (105.71 acres), 33/012-00 (41.7 acres), and 33/001-00 (5.61 acres).  Total Site acreage: 153.02 acres.

At this point, the State has not begun the design phase, therefore the actual project layout would occur after a final site is selected and a design team is hired.  However, the estimated maximum acreage needed for the main project elements is approximately 30 acres.  This does not include axillary infrastructure improvements that may be necessary for the project.

The project proposes to maintain and improve the CSP Firearms Training Program to benefit DESPP’s critical needs. Other state, federal, international, and host community law enforcement agencies would also utilize this facility as part of the inter-relationships DESPP has with various agencies. 
The following are the major facility elements associated with this relocation project:

• Approximately 55,000 gross square feet (GSF) multipurpose training building(s). This building (or combinations of smaller buildings) would contain: classrooms to hold up to approximately 100 troopers and/or cadets; firearms simulator room; open area training room; indoor active-shooter training; gun cleaning and smithing; file storage room; staff offices; firearms vault; ammunition storage vault; recruit/staff kitchen and dinning area; reloading area; target storage area; bathrooms with lockers and showers; and a garage.

• 2 Range Control Towers (approximately 1 story high)

• 1 Qualifying Pistol Range (approximately 200 ft x 170 ft)

• 1 Active Shooter Training Range (approximately 200 ft x 170 ft)

• 1 Rifle Range (approximately 300 yd x 50 yd)

• 1 Shotgun Rifle Range (approximately 100 yd x 30 yd)

• Approximately 125 parking spaces

• Well and septic systems, telecom, and electrical utilities

1. Post-Scoping Notice for the  Rehabilitation of the Pucker Street Bridge over the Hop River

Municipalities where project will be located: Coventry & Columbia

CEPA Determination:  On June 19, 2012 the Office of Policy and Management (OPM) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.  OPM was originally requested to administer this project as a Small Town Economic Assistance Program (STEAP) grant and began the scoping process.  However, this project is now being administered by the Connecticut Department of Transportation (CTDOT), so all CEPA compliance and the responsibility for the post scoping notice transferred to CTDOT. Comments were received by the Connecticut Department of Energy and Environmental Protection  and the Connecticut Department of Public Health.   CTDOT has taken all comments received into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.

The agency's conclusion is documented in a Memo of Findings and Determination and Environmental Assessment Checklist.

2. Post-Scoping Notice for Milford Land Acquisition

Municipality where project will be located:  44-64 & 0 River Street, 145 High Street, 0 Railroad Avenue, Milford, CT

CEPA Determination:  On February 17, 2015 the Office of Policy & Management (OPM) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.  Comments were received from the Office of Environmental Review of the Department of Energy and Environmental Protection, the Intergovernmental Policy Division of the Office of Policy and Management, and the Drinking Water Section of the Department of Public Health

In direct answer to questions posed by the Intergovernmental Policy Division of the Office of Policy and Management, the City of Milford drafted a letter of response.  As the project sponsor, the OPM has reviewed the content of this reply letter and accepts the responses as its own.

The OPM is also in receipt of comments from the State Historic Preservation Office of the Department of Economic and Community Development and one comment from a member of the general public.

The OPM has taken all comments into consideration and has concluded that the project does not require the preparation of an Environmental Impact Evaluation under CEPA.

The agency’s conclusion is documented in an Environmental Assessment Review and a Memo of Findings and Determination.

3. Post-Scoping Notice for  Replacement of Bridge No. 02866 - Route 275 over Willimantic River

CEPA Determination:  On March 17, 2015 the Connecticut Department of Transportation (Department) published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.  During the scoping period, the Department received comments from the Mansfield Department of Public Works, the Willimantic River Alliance, Inc., the Office of Policy and Management, the Connecticut Department of Energy and Environmental Protection, and the Department of Public Health. The Department has taken all comments into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.

The Department's conclusion is documented in an Environmental Assessment Checklist and a Memo of Findings and Determination.

After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).
