1. OPM Responses to Public Comments Regarding the Draft Conservation and Development Policies: A Plan for Connecticut, 2013-2018 (State C & D Plan)
The Office of Policy and Management (OPM) has published its responses to the public comments received regarding the draft of Conservation and Development Policies: A Plan for Connecticut, 2013-2018 (the State C&D Plan). They are available at OPM's website.
Once the necessary revisions are complete, OPM will send the plan will be sent to the General Assembly's Continuing Committee on State Planning and Development, which will conduct a public hearing as required by CGS Sec. 16a-30(a).
"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Send your comments to the contact person listed for the project by the date indicated.
1. Notice of Scoping for the Spring Hill Reliability Improvements Project
Municipalities where proposed project might be located: Norwalk and New Canaan
Addresses of Possible Project Locations: Grandview Avenue, Reservoir Street, Dover Street, West Dover Street, Rhodonolia Park, Stevens Street, and Magnolia Avenue in Norwalk and Mill Road in New Canaan.
Project Description: Norwalk First Taxing District (NFTD) proposes to construct/install the following components to maintain adequate water supply at the Norwalk Regional Hospital, Paradigm Healthcare Center (150 bed nursing home), DaVita of Norwalk (dialysis center) and several other medical facilities associated with the regional hospital:
1. A new 1.0 MG elevated storage tank to replace the existing Spring Hill high service area elevated storage tank located adjacent to an existing Spring Hill 3.0 MG storage tank.
2. A new Spring Hill Booster Pump Station to replace the existing booster station located adjacent to an existing Spring Hill 3.0 MG storage tank. The new booster pump station will serve the new 1.0 MG elevated storage tank.
3. Approximately 3,600 linear feet of piping improvements to remedy these water supply deficiencies in the Spring Hill high service area.
4. Replacement of an existing altitude valve that serves the existing Spring Hill 3.0 MG storage tank.
5. Spring Hill Site security enhancements
In addition, NFTD proposes to install tank mixing systems for both the existing Spring Hill 3.0 MG storage tank and new 1.0-MG elevated storage tank.

1. Post-Scoping Notice for the Southern Stony Brook Transmission Main Renewal Project
Municipality where project will be located: Montville
CEPA Determination: On August 7, 2012 the Department of Public Health (DPH) published a Notice of Scopingto solicit public comments for this project in the Environmental Monitor. Based on the comments provided by the Department of Energy & Environmental Protection (DEEP) on September 5, 2012, it has been determined that the project does not require the preparation of Environmental Impact Evaluation under CEPA. The DPH will coordinate with Norwich Public Utilities to ensure that the recommendations by the DEEP will be implemented.
The agency’s conclusion is documented in a Memorandum of Findings and Determination and an Environmental Assessment Checklist.

CEPA Determination: On August 21, 2012 the Department of Public Health (DPH) published a Notice of Scopingto solicit public comments for this project in the Environmental Monitor.
Based on the comments provided by the Department of Energy & Environmental Protection (DEEP) on September 20, 2012, it has been determined that the project does not require the preparation of Environmental Impact Evaluation under CEPA. The DPH will coordinate with the Putnam Water Pollution Control Authority to ensure that the recommendations by the DEEP will be implemented.
The agency’s conclusion is documented in a Memorandum of Findings and Determination and an Environmental Assessment Checklist.

The agencies have taken those comments into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.
The agency's conclusion is documented in the Record of Environmental Consideration and Initial Environmental Review.

2. Notice of EIE for Extension of Public Water System from Middletown to Durham
Municipalities where project is proposed: Middletown, Durham and Middlefield
Project Description: The Department of Energy and Environmental Protection (DEEP), in association with the Town of Durham, proposes to extend public water service from the City of Middletown into areas of the Town of Durham to address groundwater contaminated by the Durham Meadows Superfund site and other contaminated areas in the vicinity of the Superfund site. There are several homes in Durham with contaminated drinking water wells that are currently using in-home filter systems to remove the contaminants. The proposed permanent solution is to extend Middletown’s water supply transmission piping and interconnections along Route 17 into Durham. The action also includes installation of a water storage tank at Cherry Hill in the City of Middletown and the provision of fire protection to areas of Durham.
