
"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. 1. Notice of Scoping for the Newly Revised New Construction and Renovation Project for the University of Connecticut Health Center

Project Description: The University of Connecticut Health Center proposes to undertake construction of a new hospital bed tower, ambulatory care center, research laboratory facility, three parking garages, additional surface parking, and related site work at its campus in Farmington, Connecticut. The new construction is integral to the implementation of Bioscience Connecticut, an initiative that was recently approved by the Connecticut General Assembly and signed into law by Governor Dannel P. Malloy. The capital improvement program also includes renovations and infrastructure improvements to the Health Center to support patient, educational, and research activities. The project will take place on the upper campus to the north east, and west of John Dempsey Hospital on existing paved areas, and on the lower campus in the general vicinity of the existing Dowling Buildings and the Medical Arts Research Building. The project will play an important strategic role in further positioning the Health Center as a top medical research and education institution and enhancing patient care services. This project was initially published on September 6, 2011 and the public comment period ended on October 6, 2011. A public scoping meeting was held on September 22, 2011. The project has since been expanded and the scoping period is being extended to reflect that change.

3. Notice of Scoping For

Addresses of Possible Project Location:Phase 1A of the project is scheduled to proceed along Avery Hill Road, Tucker's Run and Windward Lane. Phase 2 of the project is scheduled to proceed along various roads within Aljen Heights.
Project Description: Phase 1A of the project consists of installation of approximately 10,200 lineal feet of 16, 10, and 8-inch ductile iron water main piping extending from the Avery Hill Trailer Park to the Ledyard/Preston town line including Tucker's Run and Windward Lane. The project includes water main installation, valves, hydrant assemblies, services, and installation of a pressure reducing valve chamber in Avery Hill Road. Phase 2 of the project consists of installation of 14,900 lineal feet of 8, and 4-inch ductile iron water mains, valves, hydrant assemblies, water service laterals, pavement restoration, site restoration, signing and controls within Aljen Heights.

4. Notice of Scoping For Meriden Rehabilitation of the Broad Brook Water Treatment Facility and the Broad Brook Pump Station.
Municipality where proposed project might be located: City of Meriden/Town of Cheshire.
Addresses of Possible Project Location:The majority of the project is scheduled to take place within the confines of the City of Meriden, Broad Brook Water Treatment Facility located at 1285 Rear South Meriden Road, (Rt. 70) Cheshire, and the Broad Brook Pump Station on Finch Avenue, Meriden. A tie into a Natural Gas Main within Rear South Meriden Road (Rt. 70) is scheduled to be connected to serve the Broad Brook Water Treatment Facility.
Project Description: The project within the Broad Brook Water Treatment Facility consists of replacement of the following items; sedimentation basins, filters, chemical feed systems, installation of high efficency motors and a emergency generator, modifications to the HVAC, and SCADA and laboratory upgrades. The work within the Broad Brook Pump Station includes replacement of pumps, valves, motors and HVAC upgrades.

5. Notice of Scoping for Thames Shipyard Improvements
Municipality where proposed project might be located: New London
Address of Possible Project Location: 50 Farnsworth Street, New London, CT 06320
Project Description: The Thames Shipyard and Repair Company is proposing to deepen the approach channel and turning basin to the shipyard to service deep draft vessels that are currently turned away because of insufficient water depth to reach the dry-docks. The proposed project consists of dredging a total of approximately 24,500 cubic yards of marine sediments from within the Thames Shipyard berthing area and access channel footprints. The proposed dredging of this facility consists of three individual footprints: Footprint A encompasses the dredging of a portion of the access channel, an area around the northern most dry-dock and the northern most pier to a depth of -18.0’ Mean Low Water (MLW). Footprint B encompasses an area around a main facility dry dock to a depth of -28.0’ MLW. Footprint C encompasses an area around the second pier from the south to a depth of -15.0’ MLW. Dredging and disposal operations are proposed to be conduced using the mechanical clam-shell method and within an approved DEEP dredging window. A thorough Disposal Alternatives Analysis concluded that dredge spoils will be disposed of at either the New London Disposal Site or the Central Long Island Sound Disposal Site. When the project is completed, the shipyard will be in position to fully utilize the capability of the dry docks. This will allow Thames Shipyard to better service the region’s high capacity ferry services’ that rely on the shipyard to maintain their fleets. This in turn will lead to the creation of jobs in the marine trades field that will enable faster vessel turnaround times and the ability to service more vessels.

After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).
No Environmental Impact Evaluations have been submitted for review and comment in this edition.
Connecticut General Statutes Section 4b-47requires public notice of most proposed sales and transfers of state-owned lands. The public has an opportunity to comment on any such proposed transfer.
