The following Scoping Notice has been submitted for review and comment in this edition.
"Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.


1. Notice of Scoping for New Parking Garage and Pedestrian Connection – Union Station (New Haven Railroad Station), New Haven, Connecticut

Project Description: The proposed undertaking involves the construction of a multi-level parking facility on the south side of Union Station in the City of New Haven. The facility will be designed with a minimum capacity of 670 parking spaces to accommodate commuters currently awaiting parking at the station. The project will include improvements deemed necessary to provide for the safe and efficient circulation of vehicular traffic, which includes busses, from, around, and within the facility.  Pedestrian traffic is also being considered in the planning and design of the facility which will include a pedestrian overpass from the second level of the garage to Union Station, an escalator within the station to convey people from the overpass to the concourse level, and improvements to existing elevators and handicap accessibility through the station from the new garage to the track access tunnel.

1. Notice of EIE for the Greater Bridgeport Transit – Facility Expansion and Improvement Project

Project Description: An expanded and renovated maintenance and operations facility is being proposed on the site of the Greater Bridgeport Transit Authority’s (GBT) existing facility to accommodate future transit vehicle and personnel growth as well as alleviate current site circulation and parking issues. The Proposed project will also increase the size of the maintenance facility from 79,000 square feet to 110,000 square feet, to include: 4,800 square feet for a new vehicle paint booth; 14,000 square feet for new service lanes; 3,100 square feet for new vehicle maintenance bays; 8,000 square feet for reorganized parts storage and maintenance shops; 1,100 miscellaneous square footage; and 79,100 square feet for bus and paratransit vehicle storage.

State Land Transfer Notices

Connecticut General Statutes Section 4b-47 provides for public notice of proposed transfers of state-owned lands out of state ownership. The notice process takes place in steps. Step I is the notice of intent to transfer, which includes an opportunity for any person to comment. If comments are received, the Office of Policy and Management (OPM) will respond, and the comments and responses will be published as Step II.

The Commissioner of Environmental Protection may choose to evaluate the property more thoroughly and recommend preservation of the property or restrictions on the transfer. Step III is publication of the Commissioner's report and draft recommendations, and includes a 30-day public comment period. Step IV is publication of the Commissioner’s responses to any public comments along with the Commissioner's final recommendations regarding the property.

Step V is publication of OPM’s final determination regarding disposition of the property. Fifteen days after this posting the transfer may proceed.

IMPORTANT:  Most proposed transfers are not required to go through all five steps.  The land may be sold or transferred 15 days after the close of the comment period of Step I if no comments are received.  If comments are received, and the DEP does not elect to conduct and publish a more thorough study of the property, the land may be sold or transferred 15 days after publication of the comments and responses under Step II.

The Office of Policy and Management (OPM) maintains a list of properties that have been through the public comment phases that includes links to comments received and OPM's responses.
