Scoping Notices
There are no scoping notices for review or comment in this edition. "Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

EIE Notices
The following Environmental Impact Evaluation (EIE) has been completed and is available for review and comment in this edition. 

1. Notice of EIE:  Old Saybrook Wastewater Management District

Municipality where project is proposed: Old Saybrook

Project Description: The project involves the establishment of a Decentralized Wastewater Management District within the Town of Old Saybrook.  This project will reduce the potential for contamination of groundwater and surface water in the defined focus areas due to sewage discharges from failing and substandard septic systems.  Existing onsite wastewater systems will be evaluated for compliance with the adopted Upgrade Standards and will be upgraded to meet those standards.  The Decentralized Wastewater Management District will encompass all or portions of the following neighborhoods within Old Saybrook: Chalker Beach, Indiantown, Saybrook Manor, Cornfield Park, Cornfield Point, Plum Bank, Great Hammock, Meadowood, Maple Avenue North, Fenwood, Ingham Hill, Oyster River East, Saybrook Acres, Saybrook Point, and Thompson.  Affected properties in each of these neighborhoods are defined in the EIE.

State Land Transfer Notices
 

1. Comments on 833 Main St., Windham

Number of acres to be transferred: 0.5

Notice of this transfer first appeared in the March 3, 2009 edition of the Environmental Monitor, and comments were received by the Office of Policy and Management (OPM). You may read these comments and OPM's responses  to them.

Connecticut General Statutes Section 4b-47 allows for the sale or transfer to proceed fifteen days after the first publication of the comments and responses. The fifteen day period expires on June 17, 2009.


Environmental Classification Documents

This is a new category to allow for review and comment on proposed Environmental Classification Documents before they are approved for use by state agencies.  Environmental Classification Documents are used by state agencies to determine whether a specific state action requires evaluation under the Connecticut Environmental Policy Act.


 

1. Proposed Generic Environmental Classification Document

A proposed Environmental Classification Document (ECD) is available for review and comment.This document is considered the “generic” ECD and is proposed for use by most State Agencies.  Some agencies (currently DECD, DEP, DOT, and DPH) have their own agency-specific ECDs and would not be utilizing this one.
