Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

2.  Notice of Scoping For the Environmental Assessment for Implementation of the Camp Hartell 2006 Master Plan

Project DescriptionThe Proposed Action is the implementation of the 2006 Master Plan for re-development activities to support the CTARNG mission at Camp Hartell in the Town of Windsor Locks, Connecticut. The Master Plan includes activities involving the demolition of several pre-existing buildings, construction of several new structures, construction of a new installation entrance, upgrade of existing utility infrastructures and the disturbance of recently and historically pre-disturbed areas within installation boundaries. Also part of the action, are the relocation of the existing CTARNG Civil Support Team and location of a CT Department of Public Health Mobile Field Hospital training area on Camp Hartell Grounds.

3.  Notice of Scoping for Implementation of Master Plan Activities, East Haven Rifle Range

Address of Possible Project Location: East Haven Rifle Range, East Haven, CT

Project Description: The objective of the proposed action is to update and modernize existing training facilities and infrastructure within East Haven Rifle Range, and to provide new facilities to meet the Connecticut Army National Guard’s changing mission.  The proposed action is the implementation of activities outlined under the existing Master Plan, including: construction of a new 300 meter Modified Record Fire range, relocate the M203 range, improvements to other existing range areas, construction of new maintenance, workshop and storage buildings, new latrine facilities, entrance improvements, installation of perimeter fencing, improved parking facilities, and other minor appurtenances.

1.  Notice of EIE for Middlebury Water System Expansion

Municipality where project is proposed: Middlebury

Project Description: The Town of Middlebury, Heritage Village Water Company and the Connecticut Water Company propose a water system expansion project that will connect water systems from the eastern and western portions of Town.  The driving force behind this project is the need to fulfill certain public water supply-related objectives in Middlebury and allow the Heritage Village Water System to maintain an adequate margin of safety through the use of shared regional resources.
