Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1.  Notice of Scoping for

Sale and Development Demonstration of Seaside Regional Center

Municipality where proposed project might be located: Waterford

Address of Possible Project Location: 36 Shore Road, Waterford, CT

Project Description: The State of Connecticut Department of Public Works (DPW) has agreed to sell approximately 32 acres of the 36.3-acre Seaside Regional Center to a private entity with the strict purpose of demonstrating that a 55-and older housing development project be built that provides preservation and restoration of historic structures and public access to waterfront resources.  The demonstration project will conform and be consistent with the Town of Waterford’s Seaside Preservation Zoning District regulations (see Section 17a – Seaside Preservation Zoning District, page 97 of the Town of Waterford, Connecticut, Zoning Regulations, Revised Through Effective Date: October 3, 2006). 

Approximately 3.7 acres of the property to be sold along the coast will be held in an easement for conservation and public access purposes in favor of the Connecticut Department of Environmental Protection.

A proposed conceptual site plan for the demonstration project has not yet been developed.  However, it is anticipated that the Environmental Impact Evaluation (EIE), which will be prepared after the Scoping Meeting, will be based on a conceptual plan.

1. Notice of EIE for Cromwell Business Park

Municipality where project is proposed:  Cromwell

Address of Possible Project Location:  Cromwell Business Park

Project Description:   The Town of Cromwell is working with the Department of Economic and Community Development to explore the possibility of planning for a business development of a tract of land bounded to the east by CT Route 3 and to the west by I-91, to the north by commercial/industrial development in the town of Rocky Hill and to the south by municipally owned open space. A proposed business park in this area would consist of approximately 93 acres of land. The development is expected to include construction of roads, utility infrastructure and other associated improvements. The STEAP funds will be used for pre-planning activities, extension of sanitary sewers, storm sewers, drainage, and roadway improvements for the proposed Business Park.

2. Notice Of EIE For Chester Sanitary Sewer

Municipalities where project is proposed: Chester and Deep River

Project Description: A planning study was conducted to evaluate existing conditions and future needs of the Town of Chester’s village area, the associated problems involving failing septic systems, the ability to effectively treat wastewaters using its current community subsurface disposal system, and alternative approaches.  The study has recommended abandonment of the community subsurface disposal system and connection into the Town of Deep River’s collection system as the cost-effective long-term solution.  Wastewaters from the village area will be collected and transferred to the sewer collection system in the Town of Deep River by gravity sewers, a force main, and an existing pump station.  The connection with the Deep River collection system will occur at the intersection of Middlesex Avenue (RT 154) and Winter Street located in Deep River.  Sewer construction is proposed on the following roads; Main Street, Maple Street, and Middlesex Avenue (RT 154).
