Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

EIE Notices

The following Environmental Impact Evaluations (EIEs) have been completed by state agencies and are available for review and comment. 

1. Notice of EIE for Implementation of Master Plan Activities, East Haven Rifle Range

Municipality where proposed project might be located: East Haven, CT

Address of Possible Project Location: East Haven Rifle Range, New Haven, CT

Project Description: The objective of the proposed action is to update and modernize existing training facilities and infrastructure within East Haven Rifle Range, and to provide new facilities to meet the Connecticut Army National Guard’s changing mission.  The proposed action is the implementation of activities outlined under the existing Master Plan, including: construction of a new 300 meter Modified Record Fire range, improvements to other existing range areas, construction of new maintenance, workshop and storage buildings, new latrine facilities, entrance improvements, installation of perimeter fencing, improved parking facilities, and other minor appurtenances.

Comments on this EIE will be accepted from May 22, 2007 until the close of business on:  July 6, 2007

2.  Notice of EIE for South Windsor Interstate 291 Gateway Zone

Municipality where project is proposed:  South Windsor, CT

Address of Possible Project Location: I-291 Gateway Zone 

Project DescriptionThe Town of South Windsor has proposed a 165-acre industrial development in the area of Interstate 291, Route 30 and Route 5.  The Town of South Windsor would like to develop 22-acres owned by the town and an additional 143 privately held acres in the I-291 Gateway Zone.  The parcels are located to the east of Connecticut Route 5, to the South of Chapel Road, to the North of Ellington Road, and State lands and I-291 border the property to the South. The development is expected to include construction of roads, utility infrastructure, and other associated improvements.
