Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

The following Environmental Impact Evaluations (EIEs) have been completed by state agencies and are available for review and comment. 

1. Notice of EIE for Rentschler Field Infrastructure Improvements

Municipality where project is proposed: East Hartford

Address of Possible Project Location: Rentschler Field

Project Description: The Connecticut Department of Economic and Community Development (DECD) has prepared an Environmental Impact Evaluation (EIE) in accordance with the Connecticut Environmental Policy Act (CEPA).  The Proposed Action is the award of State funding for the following activities associated with the redevelopment of Rentschler Field in East Hartford, Connecticut.

  1. Construction of long term transportation improvements at the Roberts Street/Silver Lane/proposed East Hartford Boulevard North intersection;
  2. Construction of long term transportation improvements at the I-84 westbound off ramp at Roberts Street;
  3. Design and Construction of long term transportation improvements in the Route 2/Brewer/Main/ High Streets/ East Hartford Boulevard South area;
  4. Development of existing United Technologies Corporation (UTC) land as permanent Stadium parking areas; and
  5. Construction of an access road leading to the new East Hartford-Glastonbury Elementary Magnet School (EHGEMS).

These proposed activities are depicted in Figure ES-1.  The EIE presents the potential environmental impacts of these direct actions as well as the indirect action of redeveloping Rentschler Field with approximately 5.7 million square feet of mixed use development.

2.  Notice of EIE for New Milford Wastewater Treatment Facility Upgrade

Municipality where project is proposed: New Milford

Project Description: The Town of New Milford has proposed modifications to its wastewater treatment facility in accordance with the facilities planning document prepared by Earth Tech, “Wastewater Facilities Plan, Town of New Milford, Connecticut, October 15, 2001,” with revisions dated May 2005 and March 2006.  Specifically, the proposed work will include modifications to the headworks, raw pumps, primary tanks, and aeration tanks; addition of aeration tankage; expansion of secondary clarification; modifications for nitrogen removal; replacement of the chlorination/dechlorination disinfection system with ultraviolet disinfection; flow monitoring modifications; odor control improvements; and sludge handling and thickening improvements, as recommended in the report.

The proposed expansion of average daily design capacity from 1 to 2 million gallons per day and treatment upgrade work is to satisfy service area growth issues and the need to provide advanced wastewater treatment for nutrient removal.  There are significant expansions of the sewer system being constructed along Route 7 south to the Brookfield town line.  Significant connections have recently been made causing flows and loads to the wastewater treatment facility to increase to near capacity.  The project will result in improved plant efficiency and reliability as well as positive environmental benefits of improved water quality to the Housatonic River and Long Island Sound.

3.  Notice of Amended EIE for Proposed Gateway Community College (GCC) Relocation and Consolidation to Downtown New Haven

Project Description: On April 4, 2006, an Environmental Impact Evaluation (EIE) for the Proposed Action was made available for public review and comment and public hearings were held.  Since the publication of the EIE, it was determined that a proposed city-owned parking garage, that was suppose to be used by GCC, would not materialize in time for the Proposed Action’s opening date.  Therefore, the project description changed to include a parking garage for approximately 600 spaces at the preferred site, which resulted in the necessity to amend, where appropriate, the April 2006 EIE.  This Amended EIE includes the evaluation of this change.  All other aspects of the Proposed Action remain the same.

The proposed project consists of the construction and consolidation of Gateway Community College to Downtown New Haven.  The preferred site for the proposed project is at 2 and 20 Church Street on two parcels formerly known respectively as Macy’s and Malley’s.  The proposed site is bounded by Crown Street, Church Street, North Frontage Road, and Temple Street. The proposed project involves the construction of approximately 360,000 gross square feet of building space for the College, including a garage for approximately 600 spaces to be located on site; however, it is not expected to accommodate the Automotive Technology program due to cost constraints.

In addition to the on-site parking garage, a minimum of 600 spaces would be provided by the City of New Haven in the adjacent Temple Street Garage.

The proposed facility is expected to accommodate classrooms, laboratories, academic and administrative offices, a library, study areas, general use areas (e.g. dining, bookstore, day care, student activities), and support services (e.g. storage, mailroom, media production, etc.).  During pre-design, it was determined that implementation of the plan for total consolidation immediately may not be feasible due to cost constraints.  Therefore, the Automotive Technology program and some associated classes/programs will remain at the North Haven Campus for the short-term future. Any long-term solution will be assessed by the Board of Trustees for the Connecticut Community-Technical Colleges (BOT-CTC) in terms of its applicability to potential environmental affects.
