Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1.  Notice of Scoping for Hebron Village Green District

Municipality where proposed project would be located:  Hebron

Address of Possible Project Location: Southeast of Route 85 & Route 66 intersection

Project Description

STEAP funds in the amount of $500,000 are targeted to assist in the construction of a new road and utilities to access the Town's new planned mixed-use business expansion area, within the Hebron Town Center, called the Village Green District.  The town is working with private property owners / developers to develop the 190 acre site directly adjacent to the Town’s General Business District along Route 66.  The project area, which is predominantly undeveloped, is  located south of Route 66, east of Route 85, north of Kinney Road and west of Millstream Road.  A master plan is being developed for the Village Green District with land uses ranging from retail, commercial, light industrial, residential, public open and recreational spaces.  State funds are proposed for use toward constructing the initial 1000 feet of road and utilities as a public incentive for private investment.

Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below.  If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting.

2. Notice of Scoping for Burton Family Football Complex and Intramural, Recreational and Intercollegiate Athletic Facility

Municipality where proposed project might be located:University of Connecticut - Storrs Campus, Mansfield, CT

Address of Possible Project Location: Stadium Road

Project Description: The University of Connecticut proposes to construct a multi-purpose practice facility at the site of existing tennis courts on the Storrs Campus, east of Stadium Road.  The Burton Family Football Complex will be an approximately 85,000 square foot (SF) building housing offices and facilities for the UCONN Football Program, including public spaces, coaching staff offices and seminar rooms, team meeting room, strength and athletic training rooms, and locker rooms and showers.   The approximately 80,000 SF Intramural, Recreational and Intercollegiate Facilities Complex will consist primarily of an indoor artificial turf field.  The project will include the demolition of twelve (12) existing tennis courts and their relocation east-southeast of the existing soccer fields and ice arena.  Removal of the existing fixed seating on the southwest side of Memorial Stadium will also be included in the project.

3. Notice of Scoping for Interstate Route 95, Interchange 33

Municipality where proposed project would be located: Stratford

Project Description: The Connecticut Department of Transportation proposes to reconstruct Interchange 33 as a full interchange at this location.  Currently, the interchange consists of a southbound entrance ramp and a northbound exit ramp.  This project is intended to modify the interchange to provide a northbound entrance ramp and a southbound exit ramp.

This project is an outgrowth of public input received in regard to the reconstruction of the Moses Wheeler Bridge, which carries I-95 over the Housatonic River immediately north of Interchange 33.  As a result, the Department does not anticipate the need for a Public Scoping Meeting for this project.

1. EIE Notice for Hartford Civic Center Redevelopment Project

Address of Possible Project Location:  Corner of Asylum and Trumbull Streets

Project Description:

The project consists of the construction of a mixed-use development called "Town Square" by a private developer, located at the Hartford Civic Center complex in downtown Hartford.  The redevelopment plan includes: a 36-story residential tower with 262 units comprising approximately 390,000 sf; approximately 146,000 sf of retail / office space; and a new parking garage with 428 residential spaces to supplement the existing parking garage with 388 other / commercial spaces.  Plans call for the retention of the existing arena area and parking garage, partial demolition / rennovation of the existing retail / office space, and demolition of the two existing skywalks (pedestrian walkways) over Asylum and Trumbull Streets.
