Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

3. Notice of Scoping for Stone's Ranch Master Plan

Municipalities where proposed project might be located: East Lyme, Lyme, Old Lyme

Address of Possible Project Location:  Route 1, East Lyme 

Project Description:  Construction of new Military Operations on Urban Terrain (MOUT) facility, new latrines and showers, and a new firehouse.  Reconstruction of main and secondary gates.

Written comments from the public are welcomed and will be accepted until the close of business on:  March 6, 2003

Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below.  If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting.

3. Notice of Scoping for Medical Arts Research Building

Municipality where proposed project might be located: Farmington, CT

Address of Possible Project Location: UConn Health Center, 263 Farmington Ave.

Project Description

The University of Connecticut Health Center (UCHC) plans to construct a Medical Arts and Research Building (MARB) at the UCHC Farmington Campus.  The MARB will be approximately 100,000 square feet and will house an ambulatory surgery center on the first floor. The Connecticut Office of Health Care Access has authorized the establishment of the ambulatory surgery center.  The ambulatory surgery center will include up to five (5) operating rooms, space for pre- and post-anesthesia care, and administrative offices and will be leased to the Farmington Surgery Center, LLC. 

The upper floors will be utilized for the Musculoskeletal Institute, which will include research and clinical offices, radiology and physical rehab space to centralize and expand UCHC programs in orthopedics and related fields.  The proposed project location is on a currently unoccupied portion of the UHC Campus adjacent to the Administrative Services Building. The building will tie into existing campus utilities and will include parking area construction.  Depending on site design, relocation of the existing helipad may be required as part of the proposed project.

The agency expects to release an Environmental Impact Evaluation for this project, for public review and comment, in late spring 2003.


3.  Notice of Scoping for Master Plan Improvements at Central Connecticut State University

Municipalities where proposed project might be located: New Britain and Newington

Address of Possible Project Locations: 1615 Stanley Street, New Britain

Project Description: The purpose of the proposed action is to construct, renovate and demolish facilities located on the campus of Central Connecticut State University as recommended in the 1999 Master Plan.  The Master Plan will be implemented in the form of 34 projects ranging from academic, administrative, athletic and residential and are as follows:

1. Renovation of existing buildings - 16 projects

2. New construction totalling 680,085 square feet - 12 projects

3. Demolition of existing facilities - 1 project

4. New parking garage for 1000 cars- 1 project

5. New residential facilities of 905 beds totalling 291,003 square feet - 3 projects

6. Athletic fields - 1 project
