The Agency-Specific Information - Homepage Navigation template takes on the Agency's landing page navigation topics and implements them globally (across all sub-pages). No navigation topic can be added, modified, or deleted on a sub-page level.

For example, if you created three pages (Sub Topic 1, Sub Topic 2, Sub Topic 3), and corresponding sub-pages (Sub Topic 1A, Sub Topic 1B, etc.), the left navigation of a page using the Agency-Specific - Homepage Navigation template would always reflect that of the home page, despite the hierarchy of content.
