Standards vs. Competencies - Mastery-Based Learning
Standards are the responsibility of the State Board of Education. Standards are proposed by the Connecticut Department of Education and adopted by the State Board of Education. Competencies are the knowledge, skills, and/or behaviors students must master in specific content or performance areas according to the OLD Foundation.

The CT-SEDS Oct 1 Child Count (previously SEDAC) is used to collect data regarding the provision of special education and related services. The data collected is required to provide measurement of each district’s and the state’s compliance with the Individuals with Disabilities Education Improvement Act of 2004 (IDEA).
