Purpose: The CSDE requests information from interested parties who may provide instructional resources, supplemental instructional materials, and professional learning opportunities for district leaders and educators. These resources must be aligned to Connecticut standards (available at Educational Standards for Curricula Alignment). They will support the implementation of kindergarten through grade eight CSDE Model Curricula and grades 9-12 courses located on GoOpen CT across multiple disciplines including Mathematics, English Language Arts & Early Literacy, Science, Data Literacy, Computer Science, Social Studies, Arts, Career and Technical Education and World Languages. This RFI is not an offer, and no contract will be awarded as a result.

Purpose: The CSDE requests information from interested parties who may provide services and support for the implementation of the State’s High Dosage Tutoring (HDT) program, a state funded program that aims to improve mathematics achievement amongst students in Grades 6-10. The HDT program is an ongoing state initiative that aims to implement a research-based model to accelerate learning for priority students in Grades 6-10 in SY2027. Recognizing the challenge of recruiting and training individuals to provide tutoring services in middle- and high-school, the CSDE invites organizations to submit information that can be shared with local education agencies participating in the HDT program.

Perkins Supplemental Enhancement Grant

Purpose: Perkins V legislation allows states to distribute a portion of the local funds to foster innovation through the identification and promotion of promising and proven CTE programs, practices, and strategies. The supplemental enhancement concept was created to assist Perkins V secondary recipients in offering programs, practices, and strategies that prepare individuals for nontraditional fields and/or promote the development, implementation, and adoption of programs of study or career pathways aligned with State-identified high-skill, high-wage, or in-demand occupations or industries.

Connecticut Educator Preparation Program Audit Concerning Instruction in Structured Literacy and the Detection and Recognition of Interventions for Student with Dyslexia

Purpose: Pursuant to subsection (c) of Section 10-14z of the CGS, CSDE’s Office of Dyslexia and Reading Disabilities (ODRD) is responsible for developing compliance measures and audit procedures to verify the compliance of (A) EPPs, as defined in Section 10-146c, including intermediate administrator and supervisor programs, and (B) applicants for an initial, provisional or professional educator certificate pursuant to the provisions of Chapter 166 relating to scientifically-based reading research and instruction, as defined in Section 10-14u, structured literacy instruction and training, dyslexia instruction and training, including, but not limited to, the compliance verifications required pursuant to Sections 10-14aa to 10-14dd, inclusive. Additionally, pursuant to Section 10-14jj of the CGS, the Department of Education is responsible for developing compliance measures and audit procedures to determine the compliance of educator preparation programs, including intermediate administrator and supervisor programs, in the provision of instruction on scientifically-based reading research and instruction. The CSDE is therefore seeking qualified Contractors to:

  • review and evaluate for alignment with statute the ODRD’s compliance measures and audit procedures of EPPs, including intermediate administrator and supervisor programs;
  • provide recommendations for, and support the ODRD to, strengthen the rigor of the ODRD’s compliance measures and audit procedures to ensure the validity and reliability of audit findings, inclusive of a process for EPP corrective action and monitoring;
  • pursuant to subsection (b) of Section 10-14aa of the CGS, provide recommendations to the ODRD to align its audit procedures with the information gathered by a national accreditation agency that accredits EPPs for the CSDE;
  • develop and provide training in ODRD’s compliance measures and audit procedures for auditors; and
  • conduct the audits of up to eighteen (18) Connecticut IHEs and their respective EPPs (see Guide to Approved Educator Preparation Programs in Connecticut).

Sheff Interdistrict Magnet Academic and Social Support Athletic Programming Grant

Purpose: Through this grant, the CSDE seeks to continue expansion and enhancement of athletics programming opportunities for students attending interdistrict magnet schools in the Sheff Region.

The goal of the Sheff Interdistrict Magnet Academic and Social Support Athletics Programming Grant is to increase the involvement and enhance the experience of students in the middle and high school grade ranges participating in athletic programming at Sheff interdistrict magnet schools. These athletic programming options are important considerations in family decision-making and round out the educational experience for students at the higher grade levels, and as such, the CSDE is committed to continuing its support of extracurricular opportunities at Sheff interdistrict magnet schools through sports to meet the goals of the CCP.

Learner Engagement and Attendance Program (LEAP) Request for Proposals

Established under PA 25-168, Sec. 315, the Connecticut State Department of Education is announcing the launch of the 2026-27 Learner Engagement and Attendance Program Grant. The CSDE is administering this competitive grant program for local and regional boards of education to support local education agencies in implementing the LEAP, a relationship-based home visiting model designed to reduce chronic absenteeism by strengthening family-school partnerships, addressing non-academic barriers to attendance, and improving student engagement and success.

Purpose

The purpose of the grant is to fund community learning centers that provide students with academic, enrichment, recreational, and social-emotional support opportunities outside of regular school hours and to consistently serve the same students over a prolonged period.

Centers may operate in elementary or secondary schools or other similarly accessible facilities and should provide high-quality services to support student learning and development. Programs should also support families by offering educational development opportunities and providing a safe environment for students when school is not in session.

Eligible Applicants

Eligible lead applicants include local educational agencies, community-based organizations, faith-based organizations, other public or private organizations, consortia of two or more agencies (including local and regional boards of education), Regional Educational Service Centers applying on behalf of LEAs, charter schools, and magnet schools.

All lead applicants are required to have:

  • A letter of commitment from the Superintendent and each site principal (see Partnership & Collaboration, Question #4); and
  • A completed Mandatory Superintendent, CBO, and Principal Signature Document (see Cover Page).

Eligible School Population Requirements

21st CCLC programs must be designed to serve students attending schools with a high concentration of low-income students, where at least 40 percent of students are eligible for free or reduced-price meals.

Office of Early Childhood Child Day Care Licensure Requirement

Programs proposing to serve school-age students through this funding opportunity must comply with child day care licensing requirements as defined under Section 19a-77 of the Connecticut General Statutes.

Applicants are required to provide one of the following:

  • An assurance statement signed by the Superintendent or authorized personnel confirming that the public school district administers the after-school program and retains ultimate responsibility for the management and oversight of the program, including responsibility for program staff and children attending the program for the duration of the grant period; or
  • A copy of the program’s current Office of Early Childhood child day care license if the Board of Education does not administer the program.
