Suggestions and Resources for Professional Development and Evaluation Committees (PDECs) and FAQs (December 18, 2023)
PDECs are planning to implement the CT Guidelines 2023 beginning in the 2024-25 school year, the PDEC Suggested Work Flow Plan and Frequently Asked Questions includes agenda items, materials, and resources to assist PDECs in the foundational work necessary to effectively implement the CT Guidelines 2023. The activities and resources are suggestions for PDECs to consider as they address individual PDEC needs, including building in additional time, as needed. PDECs have an important role in development of the district’s evaluation and support plan as well as the district’s professional learning plan. The PDEC Self-Reflection resource provided in the Work Flow Plan provides guidance for districts to consider effective PDEC practices. The Educator Evaluation and Support (EES) Council is in the process of developing a State Model Plan to recommend to the State Board of Education at an upcoming meeting early in the new year. Once approved, the State Model Plan will be available on the EES Council webpage and via Superintendent updates.

EES 2022 Meetings and Materials:

The CT Guidelines for Educator and Leader Evaluation and Support 2023 (CT Guidelines 2023), as recommended by the EES Council, were adopted by the State Board of Education during the June 14, 2023 meeting. Following the close of the 2023 Legislative Session, the CSDE made minor revisions to align with recent legislation. Commissioner Russell-Tucker introduced the Final Version of the CT Guidelines 2023 to Superintendents on September 14, 2023.

The Connecticut Association of Public School Superintendents (CAPSS) hosted an informational webinar for superintendents that included a summary of the new CT Guidelines for Educator and Leader Evaluation and Support 2023. This Webinar was presented by Diane Dugas, one of the EES Council facilitators.
- May 3 and June 14, 2023
On May 3rd, the CSDE Talent Office presented a summary of the proposed CT Guidelines 2023 to the State Board of Education’s (SBE) Legislation and Policy and Development Committee. On June 14th, the full SBE approved the recommendation from the Educator Evaluation and Support (EES) Council to adopt the new CT Guidelines for Educator and Leader Evaluation and Support 2023 (CT Guidelines 2023). Training opportunities and informational sessions on the newly approved Connecticut Guidelines for Educator and Leader Evaluation and Support 2023 will be posted on the Training dates webpage as they are available.

The EES Council met several times between January 2023 – March 2023 to develop draft frameworks for Educator Evaluation and Support, and for Leader Evaluation and Support. This Power Point summarizes:- The processes in which EES Council members engaged to develop draft frameworks, including:
- a protocol for achieving consensus; (this process is recommended as a consideration for PDECs;
- the review of best practices from other states (Iowa, Massachusetts, and Ohio);
- research from nationally known experts (Dr. Douglas Fisher, Dr. Nancy Frey, Dr. John Hattie, The Wallace Foundation, Dr. Linda Darling-Hammond, etc.)
- research from Dr. Morgaen Donaldson, University of Connecticut Neag School of Education, summarizing her 20+ years of research on educator and leader evaluation; and
- best practices from two CT districts (Farmington and Mansfield) and one RESC (EdAdvance);
- The Guiding Principles agreed upon by EES Council members; and
- Next Steps in moving forward to recommend State Board of Education (SBE) adoption and for district planning.
- Training for educators, leaders, and evaluators of educators and leaders is in development and will be offered by RESCs and CAS beginning late summer 2023 and during the 2023-24 school year.
- Guidance for Professional Development and Evaluation Committees is in development and training will be offered by RESCs beginning late summer 2023 and during the 2023-24 school year.
- Information for local/regional boards of education, educator and leader preparation programs, and CSDE-Approved Private Special Education Programs (APSEPs) will be forthcoming.
Suggestions for districts during the 2023-24 school year:- Become familiar with Learning Forward’s Standards for Professional Learning (April 2022).
- CSDE Standards for Professional Learning are still valid. These were developed based on the previous version of the Learning Forward Standards for Professional Learning.
- Consider a process to determine mutual agreement among PDEC members.
- The Consensus Protocol and Gradients of Agreement process (slides #6 and #7 were successful as the EES Council engaged in this process of reimagining educator evaluation and support).
- Begin to plan a 2023-24 timeline that includes ongoing PDEC meetings throughout the year:
- To develop a revised educator and leader evaluation and support plan aligned to the CT Guidelines 2023, pending adoption by the SBE in June 2023, and
- To provide training for staff on the components and processes of the new proposed CT Guidelines 2023.

- December 15, 2022
- The Dec. 15th meeting was a working meeting in which members worked in groups on developing practical guidance to inform the redesign of the CT Guidelines for Educator Evaluation and Support. Each workgroup used the Template for Educator Growth and Design Elements to discuss the design elements identified during the October 20, 2022 Council meeting. The work will continue toward finalization of revised Guidelines.

- April 1, 2022 Subcommittee Meeting
A Subcommittee of the EES 2022 Council met in-person on April 1, 2022 at the Connecticut Association of Schools (CAS) to discuss incorporating student learning into educator evaluation and support plans. As requested by Council members, excerpts from educator evaluation plans in three other states (Iowa, Massachusetts, Ohio) were shared for review and discussion. To facilitate the discussions, the subcommittee provided comments based on a SWOT (strengths, weaknesses, opportunities, threats) approach. Key takeaways will be shared at the April 8, 2022 Council meeting.
