The Center believes that all children have the right to read independently and proficiently by the end of third grade. Connecticut’s K-3 Literacy Strategy identifies and examines the critical factors that must be in place to achieve this goal. Each letter of the LITERACY circle further defines these factors and offers resources to support districts, Charter Schools, families, and communities as they build and sustain these important components.

Literacy Leadership Systems 

Literacy leadership systems are internal structures that work synergistically to maximize and sustain student achievement. This section details what these systems are and how they benefit students. In addition, literacy leadership teams should have a vision and a plan for learning.

Inclusive and Culturally Responsive Instruction 

Connecticut’s belief about the importance of inclusive and culturally responsive instruction is clarified here, along with what it looks like in schools. Resources for inclusive and culturally responsive children’s books are included.

Transformational Professional Learning 

Professional learning is directly linked to student achievement. This section outlines the features that make it transformational. Resources are provided to inform about evidence-based practices for effective reading instruction. 

Engaged Families and Communities 

Resources are provided here to help districts, families, and community members effectively partner together on behalf of students.

Robust Multi-Tiered System of Supports 

Multi-tiered System of Supports (MTSS) is a framework that supports the diverse strengths and needs of all learners. Resources are included here to make it robust, thereby maximizing student confidence and success.

Actionable Assessment and Data-Driven Decision Making 

Assessment is essential for providing information to meet the diverse needs of all students. Resources here clarify what assessment looks like and its role in shaping student outcomes.

Comprehensive Standards — Aligned Literacy Curriculum 

Comprehensive CT-approved K-3 reading curriculum models and programs can be found here, along with guidance for implementation. Districts share their experiences with adoption and implementation.
