Subgrants and Other Federal Programs

The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act, authorizes State Educational Agencies (SEAs) to award subgrants to local education agencies (LEAs). These include:

School Improvement Grants

School Improvement Grants (SIG) are authorized under section 1003(g) of Title I of ESEA, as amended by ESSA. They are targeted for LEAs that demonstrate the greatest need for the funds and the strongest commitment to use the funds to substantially raise the achievement of students in their lowest-performing schools. Title II Part A

According to SEC. 2001. [20 U.S.C. 6601], the purpose of Title II, Part A of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA) is to:

  • increase student achievement consistent with the challenging state academic standards;
  • improve the quality and effectiveness of teachers, principals and other school, leaders;
  • increase the number of teachers, principals and other school leaders who are effective in improving student academic achievement in schools; and
  • provide low-income and minority students greater access to effective teachers, principals and other school leaders.

Title III

Section 3102 [20 U.S.C. 6812], or Title III,  is designed to support English Learners/Multilingual Learners (EL/ML), including immigrant children and youth. In summary, goals of these programs are:

  • To ensure English Learners/Multilingual Learners (EL/ML) attain English proficiency and meet challenging state academic standards.
  • To assist teachers, principals, and other educational leaders in establishing effective language instruction programs.
  • To promote participation of parents, families, and communities.
