If your agency is seeking to go out to bid or sole source an existent state service, prior to entering into any privatization contract, the state contracting agency shall develop a cost-benefit analysis and submit it to the Privatization Contract Committee through the Chief Procurement Officer (jonathan.longman@ct.gov).
