PURA Seeks RFPs to Retain a Rate Case Consultant

Please note that the proposed Aquarion transaction in Docket No. 25-12-12 and Docket No. 25-04-03 has been completed. As a result of the transaction, Aquarion is no longer an investor-owned utility, and as such, PURA no longer regulates Aquarion. Further, the July 15 virtual public comment hearing in the Aquarion proceeding is cancelled.

Title: Request for Proposals (RFPs) to Retain a Rate Case Consultant(s)

This RFP seeks proposals from qualified consulting firms for assisting in the Public Utilities Regulatory Authority's review and investigation of the financial and operating records of the Avangrid Service Company’s two natural gas utility subsidiaries in Connecticut: Connecticut Natural Gas Corporation (CNG) and The Southern Connecticut Gas Company (SCG; together, the Companies). The areas in which the Authority seeks expertise include, but may not be limited to, taxes, engineering and depreciation schedules, cost allocation, revenue allocation and rate design, customer service and other public-facing business practices, and performance benchmarking. Responding firms may propose services for just one discrete topic, or many, or all of them. Proposals that address multiple topics may also include subcontractors.
