PURA Announces Electric Rate Adjustments to Take Effect May 1

(NEW BRITAIN, CT – April 22, 2026) – The Connecticut Public Utilities Regulatory Authority (PURA or the Authority) today conditionally approves decreased rates for Eversource Energy (Eversource) and United Illuminating (UI) via their Rate Adjustment Mechanisms (RAM), effective May 1, 2026, through April 30, 2027.

Today’s interim decisions in PURA Dockets 26-01-03 (Eversource) and 26-01-04 (UI) result in lower rates for customers of both companies. Specifically, Eversource residential customers will see rates decrease by a total of 4.3 cents per kilowatt-hour or about $30 on an average monthly bill. UI residential customers will see rates decrease by a total of 4.9 cents per kilowatt-hour, or an average monthly decrease of about $34

PURA’s approved rates are specific to six RAM components: Non-Bypassable Federally Mandated Congestion Charge (NBFMCC), Transmission Adjustment Clause (TAC), Systems Benefit Charge (SBC), Competitive Transition Assessment (CTA), Electric System Improvements Tracker (ESI), and Revenue Decoupling Mechanism (RDM). 

Lower public benefits charges drive the decreases announced in today’s rulings, particularly those tied to the nuclear energy contracts with Millstone and Seabrook. An additional contributing factor to the reduced rates is the decrease to the hardship protection costs for both companies, which include the costs of uncollectible debt and arrearage forgiveness programs. 

The Authority reviews and provisionally approves rates effective May 1 for the ensuing 12-month period using actual costs from the previous calendar year as a proxy for expected costs, while adjusting for known and measurable changes. The Authority also performs a detailed prudence review of actual revenues and approved expenses from the prior calendar year and may, if appropriate, adjust the approved rates effective September 1.
