Resumption of Electric Generation Services Working Group
Resumption of Electric Generation Services Working Group
On July 15, 2026, Public Act 26-127 was signed by Governor Lamont. Section 14 of Public Act 26-127 directs the Public Utilities Regulatory Authority (PURA) to convene a working group consisting of a number of state agencies, local fire marshals, the electric distribution companies, representatives of electric generating facilities, and experts in electrical engineering and power systems from an institute of higher education.
The purpose of the working group is to review and assess the processes for resuming electric generation service following a shutoff of more than five days at electric generating and storage facilities. Specifically, the working group will assess and report on the following topic areas:
-
Any existing statutory, regulatory or contractual processes governing the resumption of electric generation services following an extended shutoff;
-
The adequacy of coordination among electric generation facility owners or operators, electric distribution companies, regional transmission organizations, and state agencies;
-
Potential risks to public safety or electric grid reliability associated with extended shutoffs and subsequent resumption of service; and
-
Any recommendations for statutory, regulatory or procedural changes to improve transparency, coordination and safety upon the resumption of such services.
The working group shall submit a report to the joint standing committees of the General Assembly having cognizance of matters relating to Energy and Technology and Public Safety no later than February 1, 2027. The report will include the findings and recommendations of the working group.
If your organization has expertise that you believe would assist the working group in assessing and reporting on these topics and you would like to have a representative involved, please contact Robert.Butler@ct.gov with a request and a short explanation of your organization’s expertise.
