Demand Response Project Form

The Demand Response program is a regional program managed by OPM on behalf of eleven agencies in Connecticut.  This program reduces peak electrical load during periods of high demand through individual electricity account action to remove load from the electrical grid.  This is accomplished by activation of on-site emergency power generation or through turning off non-critical electrical loads.  The Demand Response program, overall, eliminates the need for the grid operator to install additional power generation and distribution infrastructure (i.e., power plants and transmission lines) to meet unusual high demand periods, usually experienced for a few days during the summer due to air conditioning loads.  The value of this deferred infrastructure to the grid operator, ISO New England, is demonstrated by the payment to OPM, through third party contractors on behalf of 40 sites at the eleven participating agencies, of approximately $429,000 per quarter.  OPM distributes this money to the participating agencies for the promotion or installation of energy saving projects.

Agencies for which OPM holds Demand Response funds, submit project proposals using these funds to the OPM Energy Unit of the Policy Development and Planning Division of OPM using the form found at the following link:  (link to form).

Agencies for which OPM does not hold Demand Response funds, submit a Transfer Invoice to the OPM Energy Unit of the Policy Development and Planning Division of OPM to obtain funds.  Demand Response funds shall be used to promote or install energy efficiency projects.
