The Local Capital Improvement Program (LoCIP) distributes formula-based funds to municipalities for eligible local capital improvement projects such as road, bridge or public building construction activities pursuant to C.G.S. § 7-535 through 7-538. The program encourages municipalities to develop a five-year Local Capital Improvement Plan (CIP). The CIP gives a general description, need for, estimated cost of, and proposed funding source for each individual capital improvement in the first year of the CIP.
Entitlement Program – Prior to Fiscal Year 2024
Entitlements received prior to Fiscal Year 2024 continue to operate with the Chief Executive Officer signed project authorizations and reimbursement requests submitted to locip.submit@ct.gov, until the individual municipality entitlements are depleted.
Grant Program – Fiscal Year 2024 and forward
Grants for Fiscal Year 2024 and forward will be processed through a certification process. Funds will be disbursed by June 30, and an annual expense report will be due from the municipality by September 1.
An emergency authorization will continue to be required in either program for any project not in the municipality’s approved capital improvement plan. Allowable projects and costs remain the same for both the entitlement and grant LoCIP programs.
