
The Local Capital Improvement Program (LoCIP) distributes formula-based funds to municipalities for eligible local capital improvement projects such as road, bridge or public building construction activities pursuant to C.G.S. § 7-535 through 7-538. The program encourages municipalities to develop a five-year Local Capital Improvement Plan (CIP). The CIP gives a general description, need for, estimated cost of, and proposed funding source for each individual capital improvement in the first year of the CIP.
Entitlement Program – Prior to Fiscal Year 2024
Entitlements received prior to Fiscal Year 2024 continue to operate with the Chief Executive Officer signed project authorizations and reimbursement requests submitted to locip.submit@ct.gov, until the individual municipality entitlements are depleted. An emergency authorization is required for any project not in the municipality’s approved capital improvement plan.
Grant Program – Fiscal Year 2024 and forward
Grants for Fiscal Year 2024 and forward will be processed through a certification process. Funds will be disbursed by June 30, and an annual expense report will be due from the municipality by September 1.
