Purpose

The Office of Policy and Management has established this policy and reporting requirements, and associated standards to achieve the strategic direction of the State of Connecticut on the global use of RDBMS technology in all mission critical and important data base types of business applications and systems by the agencies.

Policy Statements

  1. All new mission critical or important Database Systems whether acquired, leased, outsourced or developed in-house, will conform to the strategic relational database standards and products as defined by the Domain Architecture Team(s) in the Data Management and Warehouse Domain Technical Architecture document.
  2. All new mission critical or important Database Systems whether acquired, leased, outsourced or developed in-house, will use industry-standard SQL as the query language and database table definition and manipulation;
  3. Whenever possible, Database System architectures and applications will be designed such that stored procedures and triggers are only used to support data integrity, referential integrity, replication, security and access rights; the procedures and triggers are NOT to be used to support business rules, application logic or workflow;
  4. State Agencies will incorporate appropriate compliance language in all contracts with vendors for the acquisition, leasing, outsourcing, development or modification of Information Technology Database Systems.

Agency Planning and Reporting Responsibilities

Planning:

  1. Agencies will incorporate this policy into their information technology plans.
  2. Agencies will draft plans to replace non-relational database systems with RDBMS for mission critical and inter-agency applications.

Implementation:

Agencies shall prepare a brief report that indicates the steps taken to ensure that their Database Systems are compliant with these policies and their associated standards.
DAS-BEST will develop Agency reporting requirements for those agencies that are utilizing funds provided by DAS-BEST or OPM.

Certification:

Scope

This policy applies to the following entities: any State of Connecticut agency, institution, office, department, commission, council or instrumentality that utilizes Information Technology Based Database Systems in the conduct of its business.

This policy applies to the following:

  1. all new mission critical or important Database Systems that are purchased, leased, developed or modified by a State Agency
  2. all new mission critical or important Database Systems developed or modified by an outside provider or consultant,
  3. all new mission critical or important Database Systems obtained through an outsourcing arrangement.
  4. all existing mission critical or important Database Systems that are modified or updated by a State Agency, vendor, contractor or other party to achieve compliance with the [State Standard for Relational Data Base Products] or these policy statements.

Definitions

State Agency:
For the purposes of this policy, the term State Agency refers to any State of Connecticut agency, institution, office, department, commission, council or instrumentality.

Database Systems:
For purposes of this policy, Database Systems shall be defined to include (but not be limited to) the following: relational model database management systems and applications including data repositories, database applications, and transaction processing solutions. Database Systems also refers to relational database management systems implemented or obtained by outsourced Information Technology solutions.
