OPM has developed a standard RFP in a collaborative effort with the State's purchase of service (POS) agencies. The standard RFP must be used for all POS competitive procurements released on or after September 14, 2009. Click here for more details.

Pursuant to C.G.S. § 4-212 et seq., the OPM Secretary has issued updated procurement standards for State agencies to follow when entering into personal service agreements (PSAs) and purchase of service (POS) contracts. The procurement standards are effective upon issue. Click here for more details.

Pursuant to C.G.S. § 3-7(b), the OPM Secretary has issued standard policies and procedures regarding the write off of uncollectible receivable accounts of State agencies, and explained when and how such requests should be submitted to the Office of Policy and Management. Pursuant to Public Act 07-195, An Act Concerning the State Purchase of Human Service Contracts for Health and Human Services, the Office of Policy and Management submitted a report concerning the Principles and Procedures for the Competitive Procurement of Human Services to the Connecticut General Assembly.

OPM has established new administrative requirements and procedures for Purchase of Service (POS) contracts. Effective March 13, 2006, all POS contract requests must be submitted to OPM for approval. For details about how to submit a request, go to thePOS Request Website.

Gale Mattison, Executive Finance Officer of OPM's Office of Finance, presented testimony to the State Contracting Standards Board concerning Personal Service Agreements (PSA) and Purchase of Service (POS) contracting. Created by Governor M. Jodi Rell's Executive Order No. 7B on November 16, 2005, the Board is charged with preparing a uniform code to govern all aspects of procurement and contracting by (1) state agencies and (2) municipalities and (3) quasi-public entities that receive state funds.

Executive Order No. 7B was subsequently repealed in its entirety and replaced with Executive Order No. 7C.

Secretary Robert L. Genuario notified certain agency heads that the Attorney General had provided OPM with a formal opinion [No. 2005-031] regarding the legal distinction between a Personal Service Agreement (PSA) and a Purchase of Service (POS) contract. The opinion stated that there is no legal distinction between a PSA and POS contract and that POS contracts are subject to the competitive procurement provisions of Connecticut General Statutes § 4-212 et seq. The notified agencies were the Departments of Correction, Children and Families, Mental Retardation, Mental Health and Addiction Services, Public Health, Social Services; the Board of Education and Services for the Blind; and the State Department of Education.
