The National Telecommunications and Information Administration (NTIA) is an agency of the United States Department of Commerce that serves as the President's principal adviser on telecommunications policies pertaining to the United States' economic and technological advancement and to regulation of the telecommunications industry.

The State Broadband Initiative and BTOP grants received by the state of Connecticut are administered by the NTIA.

The state of Connecticut received two projects funded by the American Recovery and Reinvestment Act (Recovery Act) through the Recovery Act .

The Federal Communications Commission (FCC) is an independent United States government agency. The FCC was established by the Communications Act of 1934 and is charged with regulating interstate and international communications by radio, television, wire, satellite and cable. The FCC's jurisdiction covers the 50 states, the District of Columbia, and U.S. possessions.

The OECD broadband portal provides access to a range of broadband-related statistics gathered by the OECD. Policy makers must examine a range of indicators which reflect the status of individual broadband markets in the OECD. The OECD has indentified five main categories which are important for assessing broadband markets

USDA'S Rural Utilities Service provides programs to finance rural America's telecommunications infrastructure. The Broadband Loan program provides loans to fund the costs of constructing, improving and acquiring facilities to provide broadband service to eligible rural communities. The Distance Learning and Telemedicine program brings electronic educational resources to rural schools and improves health care delivery in rural America. The Community Connect Grant program provides financial assistance to eligible applicants that will provide broadband in unserved areas to provide public safety services and foster economic growth

The University Community Next Generation Innovation Project, or Gig.U, is a broad-based group of over 30 leading research universities from across the United States. Drawing on America’s rich history of community-led innovation in research and entrepreneurship, Gig.U seeks to accelerate the deployment of ultra high-speed networks to leading U.S. universities and their surrounding communities. Improvements to these networks drive economic growth and stimulate a new generationof innovations addressing critical needs, such as health care and education.

Through the SBI Broadband Coordinator, the University of Connecticut is a member of Gig.U and works closely with Blair Levin, Gig.U Executive Director, former Director of the FCC’s National Broadband Plan, and former Chief of Staff of the FCC during the Clinton Administration with Chairman Reed Hundt, to coordinate the expansion of gigabit broadband connectivity across communities in which UConn has campuses.
