Consumer Counsel Coleman Statement on United Illuminating Rate Increase

3/03/2026

NEW BRITAIN, CT – Today, Consumer Counsel Coleman issued the following statement regarding the Public Utilities Regulatory Authority’s (“PURA”) Final Decision in Docket No. 24-10-04 where United Illuminating’s requested reconsideration of PURA’s previous decision has resulted in approximately $2 million more than PURA approved in October -- a total increase to UI’s revenue requirement prior to its initial application of $67,980,438, which is applicable to the rate year November 1, 2025 – October 31, 2026. The decision also removed previously issued penalties on the company’s approved Return on Equity (ROE), including reductions related to failed compliance with English Station remediation requirements.

“It is disappointing that PURA’s final decision on reconsideration, at UI’s request, will result in additional increases to electric customers. The removal of previously imposed ROE penalties, some currently the subject of pending litigation, are of particular concern as ROE penalties are important accountability mechanisms to protect consumers when a company fails to meet its obligations to customers. While many of the penalties my office argued for were retained, any increase to bills sends the wrong signal to the families and businesses my office is charged with representing who are already struggling with high costs for essential needs. We are carefully reviewing the decision and will assess its full implications in order to determine what improvements and efficiencies can be achieved in the delivery of electricity to UI’s customers,” said Consumer Counsel Coleman.
