RCH Evacuation Workgroup

Statutory Establishment

The Residential Care Home Evacuation & Mutual Aid Digital Platform Workgroup was established under Public Act 25-16, Sec. 8.

Mandate:
The State Long-Term Care Ombudsman, in conjunction with the Commissioners of Public Health and Social Services, shall convene a working group to examine:

1. Residential care home evacuation procedures;

2. Whether to require residential care homes to participate in a mutual aid digital platform that supports the risk management needs of health care organizations, including; Emergency management Inspection, testing, and maintenance management Inspections management Health care coalition management

The workgroup shall include not less than two representatives of residential care homes.

Final Report: No later than January 1, 2026, the workgroup will submit a report with findings and recommendations to the Connecticut General Assembly’s Human Services, Public Health, and Aging Committees.

Membership
The workgroup is chaired by the State Long-Term Care Ombudsman and includes representation from: Department of Public Health (DPH) Department of Social Services (DSS) Residential Care Homes (minimum two representatives) Additional invited stakeholders (emergency management, associations, providers, advocates) Meetings The workgroup meets virtually via Microsoft Teams. Meetings are open to the public.

Meetings
The workgroup meets monthly on Tuesdays from 9:30 a.m. to 10:30 a.m. (unless otherwise noted). Meetings are held virtually via Microsoft Teams and are open to the public.

Meeting Details

Agendas will be posted at least 24 hours prior to each meeting. Minutes will be posted within 7 days after each meeting.
