What is the Long Term Care Community Ombudsman?
The Long Term Care Community Ombudsman (LTCCO) is a dedicated advocate who works to improve the quality of life and care for Connecticut citizens receiving long-term services and supports under one of the Department of Social Services (DSS) waiver programs and residing in community settings. These settings including private homes, residential care homes, and assisted living communities. All Ombudsman activity is performed on behalf of, and at the direction of residents. All communication with the residents, their family members or legal guardians, as applicable, is held in strict confidentiality.
What does the Long Term Care Community Ombudsman Do for Individuals Receiving Home Care?
The LTCCO responds to, and investigates complaints brought forward by residents, family members, and/or other individuals acting on their behalf. Ombudsmen offer information on consultation to consumers and providers, monitor state and federal laws and regulations, and make recommendations for improvement. Here's a closer look at what the LTCCO does:
Responds to and Investigates Complaints: Identify, investigate, refer and resolve complaints about home care services under Department of Social Services waiver programs and residing in the community. The LTCCO looks into complaints brought forward by individuals, family members, or other advocates on the individuals behalf. The Ombudsman assists in resolving problems at the individual who receives LTSS's discretion.
Educates About Rights: One of the fundamental roles of the Ombudsman is to educate individuals and their families about their rights and about homecare services. This empowers them to make informed decisions about their care and services, fostering a sense of autonomy.
Empowers and Supports: The LTCCO provides vital support by empowering individuals and families to voice their concerns with confidence to those providing care or services. This advocacy ensures that residents' preferences and needs are acknowledged and respected.
Provides Information: Offering information regarding long-term services and supports is another essential function. This helps individuals and families navigate the often complex landscape of long-term care options and resources available to them.
Advocates for Improvements: The Ombudsman actively advocates for improvements in both state and federal laws and regulations related to long-term care. Their efforts contribute to creating a more favorable environment for those receiving services.
Represents the Voice of Individuals: The LTCCO serves as a powerful advocate for the voice and interests of individuals receiving long-term services and supports before governmental agencies or any other interested party. It is a self-directed and resident centered program.
