The Public Charities Unit monitors solicitations by charitable organizations and provides information to members of the public to assist them in making informed decisions on charitable giving. The Public Charities Unit has two objectives with respect to fund-raising by charities: (1) to ensure that assets raised for charitable purposes are, to the maximum extent possible, used for the charitable purposes intended by the donors, and (2) to ensure that the public has access to accurate information they can reasonably use to aid them in their gift-giving decisions.

What We Do in the Special Litigation & Charities Section
Among the critical missions this Section has are to protect the interests of the State and its citizens by ensuring the full and proper oversight and regulation of public charities. In addition, this Section sees that all relevant laws regarding the State’s Native American tribes are fully enforced. Other activities of this Section include handling appeals of judicial and administrative decisions that involve issues of importance to the State and certain special environmental and energy cases. In all these matters, this Section assists my Office in ensuring that the laws of the State are fully enforced and that the quality of life of all of our citizens is preserved and enhanced.

By letter dated April 8, 1992, you requested our advice on the obligations of the department of public safety under Conn. Gen. Stat. § 29-196. You are specifically concerned with the provisions of Conn. Gen. Stat. § 29-196 which deals with the issuance of renewal certificates for elevators. You advise us that it is the practice of your department to issue a renewal certificate upon receipt of the appropriate fee and to subsequently inspect the elevator as required by Conn. Gen. Stat. § 29-195. You ask us whether the practice, as you have described it, is consistent with the provisions of Conn. Gen. Stat. § 29-196.

The Consumer Protection Section protects Connecticut's consumers by investigating and litigating consumer protection matters under the authority of the Connecticut Unfair Trade Practices Act ("CUTPA") and other state and federal statutes. The Section advises the Attorney General and the Commissioner of the Department of Consumer Protection on consumer protection matters and represents and defends the Department of Consumer Protection and the Social Equity Council in court. The Section also advocates on behalf of Connecticut's energy and utility ratepayers in state and federal fora. In addition, the Section assists the Attorney General in educating consumers on how to avoid becoming victims of unfair and deceptive trade practices.
