Rural Health Transformation Program

Public Comment

We want to hear from you!  DSS, in partnership with other state agencies, requests ideas for Connecticut’s federal grant application for the Rural Health Transformation Program. Your input will contribute to shaping the state's strategy to enhance health for residents in our state’s rural areas.  For more information about RHTP, please see this link. 

If you need assistance, please contact us by email at: Public.Comment.DSS@ct.gov.  Written comments are due no later than Thursday, October 9, 2025 (newly extended deadline), with a preference for earlier submissions, as comments will be reviewed on a rolling basis.

Listening Sessions: There will be two in-person-only and one virtual-only session where anyone can tell us their thoughts about rural health.  Sessions will be recorded; please only share information that you are comfortable being shared publicly. Details below:

  • In Person: ** Please allow extra time for travel, traffic, parking, walking to the session location, and signing in. **
    • When: Friday, October 3, 2025 from 1:00 to 2:00 p.m.
      Where: Draper Library, CT State Community College, Northwestern Campus (formerly Northwestern Community College (NCCC)), Park Place East, Winsted, CT; map at this link: https://ctstate.edu/maps/#northwestern 
      Parking Instructions: Park in the lot behind the Learning Resource Center. If that parking area is filled, there is on-street public parking available near the campus.

    • When: Monday: October 6, 2025 from 1:00 to 2:00 p.m.
      Where: Student Center Theater (Building # 33), Eastern Connecticut State University (ECSU), Willimantic, CT
      Parking Instructions: Enter ECSU campus at 400 High Street, Willimantic, CT (see the map at this link: https://www.easternct.edu/maps/parking-map.html), go straight for three stop signs, turn left at the 4th stop sign to the parking garages; then park in the 3rd or 4th levels of either ECSU campus parking garage; then proceed to the Student Center.  Handicap parking is also available next to the Student Center.
