Notice of Intent to Renew the Katie Beckett Waiver

In accordance with the provisions of section 17b-8 of the Connecticut General Statutes, notice is hereby given that the Commissioner of the Department of Social Services (DSS) intends to submit an application to the Centers for Medicare & Medicaid Services to renew the Katie Beckett Waiver (KBW). The Department’s authority to operate under the current waiver expires on December 31, 2026.

Pursuant to PA 25-42, DSS is proposing to change the maximum age for eligibility for the waiver from 22 years old to 18 years old, thereby increasing the number that can transition off the waiver’s waitlist. In addition, language has been added to provide flexibility in assessment tools and offer greater efficiency in delivery of case management services for the providers. Language on entrance to the waiver has been rewritten to align with current practices.

A copy of the complete text of the KBW application is available, at no cost, upon request from: Christine Weston, Director of Community Options Unit, DSS Central Office, 55 Farmington Avenue, Hartford, CT, 06105, or via email at Public.Comment.DSS@ct.gov. The documents may also be obtained at any DSS field office, or at the Town of Vernon Social Services Department. 

All written comments regarding this application must be submitted by September 24, 2026, to: Christine Weston, Director of Community Options Unit, DSS Central Office, 55 Farmington Avenue, Hartford, CT, 06105, or via email at Public.Comment.DSS@ct.gov.
