Hearing Scheduled on Wednesday, August 12, 2026, for the Low-Income Home Energy Assistance Program (LIHEAP) – Federal Fiscal Year 2027

The committees of cognizance for the Low-Income Home Energy Assistance Program (LIHEAP) have scheduled a public hearing on Wednesday, August 12, 2026, beginning at 11 a.m. in Room 2C of the Legislative Office Building, 300 Capitol Avenue, Hartford, CT.  To access the livestream of the public hearing, please click this link, or visit CT-N.com. 

Members of the public are encouraged to submit written comments. Comments can be submitted to the CGA Public Hearing Testimony Portal.

The Low-Income Energy Assistance Program Block Grant Allocation Plan – Federal Fiscal Year 2027

Low Income Home Energy Assistance Program (LIHEAP), administered by the Office of Community Services within the U.S. Department of Health and Human Services (HHS), provides funding to states to assist low- income households in offsetting their home energy costs.

In Connecticut, LIHEAP is administered by the Department of Social Services (DSS) as the Connecticut Energy Assistance Program (CEAP).  DSS, contracts with the state’s nine Community Action Agencies (CAAs) to administer CEAP, which serves Connecticut’s lower income households, specifically those whose income falls at or below 60 percent of the state median income.
