Justice Involved (JI) 1115 Demonstration Waiver
As part of the U.S. Department of Health and Human Services’ effort to and improve care for individuals who are incarcerated in the period immediately prior to their release, the Centers for Medicare & Medicaid Services (CMS) created an opportunity under the authority of the Medicaid Reentry Section 1115 demonstration to allow state Medicaid programs to cover services that address various health concerns, including substance use disorders and other chronic health conditions 90 days pre-release.
Connecticut is requesting authority to design and implement a “Reentry Demonstration” for incarcerated adults and detained youth. The demonstration designed to improve transition outcomes will be implemented across Connecticut, creating, and strengthening connections between carceral settings, government agencies, health and social service entities, and many other community settings – collaborating to better support individuals’ reentry into the community while improving their health and well-being.
Additional information about the Medicaid Reentry Section 1115 demonstrations, can be found on the CMS website at this link: HHS Releases New Guidance to Encourage States to Apply for New Medicaid Reentry Section 1115 Demonstration Opportunity to Increase Health Care for People Leaving Carceral Facilities | CMS
