How do I convert my state nursing license to a multistate license (MSL)?

Effective Oct. 1, 2025, the State of Connecticut implemented its participation in the Nurse Licensure Compact (NLC). Eligible Registered Nurses (RNs) and Licensed Practical Nurses (LPNs) with Connecticut as their primary state of residence may apply for conversion to a multistate license. A multistate license (MSL) is recognized across state lines, in states and territories that are part of the Nurse Licensure Compact, similar to a driver’s license.

Conversion of a single-state license to a multi-state license (MSL): Beginning Oct. 1, a currently licensed registered nurse or licensed practical nurse who wants to convert their single state license to a MSL may login to their account at http://elicense.ct.gov/ and select ‘Nurse Compact’ under ‘More Online Services’ to begin the MSL conversion application process. You do not need to wait until your renewal period. Please note that there is no fee to convert your Connecticut license to a MSL.

If you do not recall your user ID and password, you can use the recovery options as well as the 'Register' link. If you use the 'Register' link, please disregard the language under 'PLEASE READ' and select 'NEXT' button at the bottom of the page. On the next screen, you will need to match your first name, last name and the last 4 digits of your SSN and create a new password and validate your email address. Once you are logged in, select 'Nurse Compact' under 'More Online Services'.

To be eligible for the MSL, the applicant must:

  • Document that Connecticut is their primary state of residence by uploading one of the following documents:
    • Connecticut driver’s license with a home address,
    • State issued photo identification,
    • A voter registration card with a home address,
    • Federal income tax return with a primary state of residence listed at Connecticut, Military form number 2058 (state of legal residence certificate-military member spouse),
    • W2 form from the United States Government or any bureau, division, or agency thereof, indicating residence
  • Have completed the NCLEX-RN or NCLEX-PN or the SBTPE examination. Please note that the Canadian CNAT/CRNE and the Puerto Rican nurse licensing examinations do not meet the eligibility requirements for participation in the NLC.
  • Have graduated from a Board of Nursing approved RN/LPN program in the United States. Education completed out of the country must be evaluated by a credential verification service such as the Commission for Graduates of Foreign Nursing Schools (CGFNS).
  • If the applicant’s education was not completed in the English language, verification of English proficiency must be included in the CGFNS TruMerit certification;
  • Have no encumbrance on any state license
  • Have a valid social security number
  • Not be enrolled in an alternative to discipline program in any state (e.g. HAVEN in Connecticut).
  • Not been found guilty or entered an agreed disposition* of any felony or misdemeanor offense related to the practice of nursing.

Upon completion of the application, an applicant will receive information on the process of submitting fingerprints or other biometric data for the purpose of obtaining a state and federal criminal history background check required for an MSL.

* - An agreed disposition includes, but is not limited to: Deferred prosecution; Alternative to prosecution; Withholding imposition of a sentence; Staying of a guilty plea; Adjudication withheld; Nolo contendere; Any other negotiated plea (plea deal)
