The mission of the Information Technology Department within the Department of Correction is to provide technological systems to assist staff to improve the management, facility services, security and supervision of offenders and meet the strategic initiatives of the Department. It is also the goal of the Unit to provide timely, consistent and accurate information to those requiring information from the Department.

The IT Department provides upon request, assistance and data to departments, state and federal agencies, criminal justice organizations, the media and members of the public. The unit in conjunction with the Public Information Office maintains the Department’s public website and provides a nightly feed of inmate data that is viewable by the public. The unit provides video conferencing capabilities for in and out of state court hearings, trials, Federal Court hearings, parole hearings, Social Security Administration hearings, ICE hearings, Claims Commission hearings, Probation interviews, and in-house training. We have 32 video conferencing units that we support. One of the units is located in the Central Office in Wethersfield. One unit is installed at the Maloney Center for Training and Staff Development. There are units located at 18 facilities. 6 facilities currently have 2 units and we will add additional units to nine facilities in the future. We also have units at three Parole Offices (New Haven Parole and Community Services, Waterbury Parole and Community Services and Hartford Parole and Community Services). The final three machines are located at the Board of Pardons and Parole at the Rowland Center in Waterbury.

The IT Department operates CorrectNet, the Department’s wide-area network with data connections at all of the department’s facilities, Parole and Community Services offices and the offices of the Board of Pardons and Paroles. The IT Department operates a data center at the Central office in Wethersfield. The data center provides 24 x 7 network and computer support to more than 3,000 customers throughout the agency. The IT Department also operates a centralized help desk to provide customers with direct service when they encounter any computer or network issues. The IT Department also supports the Department’s intranet site DoCWEB as well as a system portal that allows internal users as well as specially authorized external users the ability to directly access many of the applications that have been built for Department. Those applications include Case Notes (a community supervision tracking system) TAG10 (an inmate commissary and banking system) CMMS (a maintenance tracking system), CAPI (an inmate photo system), Offender Query Builder (an ad hoc query system of offender data), just to name a few.

The Department of Correction’s primary source for information concerning offenders is the Offender Based Information System. The system contains information for inmates starting from their initial intake into DOC custody to their eventual release back to the general public. On a nightly basis a data feed from OBIS populates the inmate search program on the Department’s website. The Inmate Search program allows anyone to seek information on inmates currently under the custody of the Department of Correction. For certain inmates, however, data is not available due to statutory limitations or public safety concerns. Information on the inmate search program includes the inmates number, name, date of birth, latest admission date, current location, status, bond amount, controlling offense, date of sentence, maximum sentence, maximum release date, estimated release date, special parole date, and detainer information.

The Department’s website also provides a link for agency contact information, including phone numbers and email addresses for the general public to use to contact DOC. The most common way to contact the Department is through the Public Information Office at DOC.PIO@po.state.ct.us.
