Notice Inviting Postsecondary Educational Institutions To Participate in Experiments Under the Experimental Sites Initiative; Federal Student Financial Assistance Programs Under Title IV of the Higher Education Act of 1965.

Description: The U.S. Department of Education (USDOE) has announced the Second Chance Pell Pilot Program to provide opportunities for qualified incarcerated persons to receive Pell Grants for training and education from postsecondary educational institutions, selected by the USDOE through a competitive process, to participate in an experimental program during the 2016-17 academic year. Presently, federal law prohibits incarcerated individuals from receiving Pell Grants. The goal of the pilot project is for students to participate in for-credit programs, while they are incarcerated, to earn certificates and/or degrees in high-demand occupations to become employed when they return to the community. Applicant institutions are expected to partner with one or more Federal or State correctional facilities.

Due date: October 2, 2015

Only postsecondary educational institutions can apply for Second Chance Pell Grant Pilot Program funding. Individual students are not eligible for this funding.
