Check Cashers
Licensed in Connecticut

Persons/firms engaging in the business of cashing checks, drafts or money orders for consideration at a general facility or a limited facility must be licensed by the Department of Banking for each location where such business is conducted. A general facility means a fixed location which is open to the general public for at least six hours per day four days a week. A limited facility means a mobile facility on property occupied by an employer where a check casher may, on no more than two days per week, cash payroll checks for employees under written contract with such employer.

By law, a check cashing licensee shall not charge a sum in excess of 1% of the check for cashing a check drawn by the State of Connecticut and payable within Connecticut to a recipient of public assistance, if the check is negotiated to the licensee by the original payee and the payee produces reasonable identification. By regulation, a check cashing licensee shall not charge a sum exceeding 2% of the item for cashing a check, draft or money order drawn on a depository institution.  See related laws/regulations.

Notice to all Licensees:
Section 36a-584(c) of the Connecticut General Statutes, as amended by Public Act 18-173 requires check casher licensees to submit a report quarterly to this department specifying the number and type of checks cashed that exceed six thousand dollars ($6,000).  Licensees must complete the Quarterly Report Form on or before the following dates:  January 15, April 15, July 15 and October 15.  If no activity occurred in any particular quarter, the licensee shall file a written statement to that effect.
