Hemp Producer Application Information
To apply for a Hemp Producer license:
1. Review the Connecticut State Plan to understand the program requirements.
2. Criminal History Records Check Instructions – New Applications and Renewals
(Producers must submit the consent form and obtain a service code prior to appointment)
Criminal History Records Check for your Hemp Producer License is a requirement.
If you have not submitted your “Consent to Conduct Criminal History Records Check”, you must:
1. Start the process by logging into the eLicense system with your credentials, then use the “Address and General Maintenance” link to select the “Criminal History Records Check” option in the drop-down list. Choose the “Consent to Conduct Criminal History Records Check” form.
2.Each key participant of a business entity licensee must complete the form and upload it through the portal. An individual granted an individual hemp license must also complete this process.
3. Once these forms are received and accepted by DoAg, each person needing a Criminal History Records Check will receive an email with instructions on how to obtain the Criminal History Records Check from the Connecticut State Police. Included is the Service Code needed to register online prior to having your fingerprints to be taken.
4. More information can be found on the State Police Bureau of Identification website at https://portal.ct.gov/DESPP/Division-of-Emergency-Service-and-Public-Protection/Reports-and-Records/State-Police-Bureau-of-Identification. This includes instructions on how to make your appointment as well as fees and other information.
5. All Key Participants must complete a Criminal History Records Check
Once your fingerprinting has been completed
- Your criminal history report will be delivered to DoAg via a secure website.
- Once the results have been reviewed and accepted, you will receive your hemp producer license.
- If your records check results in any legal compliance issues, we will inform you, and discuss next steps with you.
If the results of the Criminal History Records Check do not meet the requirements of the federal act, and CGS 22-61l, you will not be able to obtain a hemp producer license or your current license will be suspended or revoked. You may appeal a suspension or revocation in writing to doag.adjudications@ct.gov.

3. Create a map of your lot(s) and gather GPS coordinates for lots and indoor grow location. See Instructions for Creating Lot Maps guidance document below. The Farm Service Agency (FSA) can also help with creating a lot map.
4. Complete the Hemp Producer Application via the eLicense system https://www.elicense.ct.gov/
5. Register your fields (lots, greenhouses) with your local FSA office USDA Service Center Locator
6. Update your lot ID numbers in the CT eLicense system to the FSA assigned lot IDs https://www.elicense.ct.gov/using the maintenance link.

Hemp Sampling Documents
Only trained official hemp samplers may collect official hemp samples. Currently, only CT DOAG inspectors are trained official hemp samplers. To request an official hemp sample collection by DOAG please email AGR.Hemp@ct.gov to schedule an appointment. Please send an email at least 14 days prior to desired sampling date. In the email include the following information: 2 desired sampling dates, hemp license number, how many lots will be sampled. DOAG will try to accommodate your desired sampling dates. DOAG is only available Monday thru Friday for sampling excluding State Holidays.
DOAG will reply to your email with the date and time for the official hemp sample collection. A representative of the producer must be present at the time samples are collected.
