Agreement State Program

As of 10/1/2025, Connecticut has become an Agreement State with the NRC.

Transfer of Control

Under 10 CFR 30.34(b), as incorporated by R.C.S.A. 22a-153-1, licenses cannot be transferred without written prior consent from CT DEEP. When a licensee plans a transfer of ownership, including, but not limited to, sales, mergers, buy-outs, or majority stock transfers, the issued license must be reviewed and amended to account for the ownership change. Licensees should provide at least 30 days notice to CT DEEP for processing. If a transfer involves an unknown entity, a pre-licensing site visit may also be necessary.

It is a violation of CT DEEP regulations for a transfer of control to occur without prior written consent and may result in enforcement action against one or both parties involved.

For the most efficient processing, requests for a transfer of control can be submitted via email to DEEP.LRMReg@ct.gov. The letter should be signed by both

parties and include the information required by Appendix E, NUREG-1556, Volume 15.
