Project Description:
The Department has prepared a draft permit and has made a tentative determination, subjective to public comment or other information, to approve a new Title V Facility Permit to Taylor Holdings Group, Ltd for the Taylor Biomass Gasification Facility, at the existing Taylor Construction and Demolition (C&D) Processing Facility located at 350 Neelytown Road in the Town of Montgomery, Orange County. This draft permit is for the operations of both the existing Montgomery Wallboard Processing Plant and the proposed gasification facility. The wallboard processing plant processes gypsum board material that is extracted from construction and demolition (C&D) debris. The gasification facility is a proposed organic waste recovery and biomass gasification renewable facility that includes a 15 MW Combustion Turbine Generator (CTG) with associated heat recovery steam generator (HRSG), gasification reactor, process combustor, and a startup heater. The gasification facility was previously permitted under an air state facility permit to construct which was issued December 3, 2010.

Potential emissions from the project do not exceed major source thresholds but the facility is subject to Title V permitting due to the proposed process combustor being defined as a municipal waste combustor per federal regulations. The facility is required to install Continuous Emission Monitors (CEMs) for emissions of Ammonia, Oxides of Nitrogen, Carbon Monoxide, and Sulfur Dioxide to ensure compliance with permit limits. The exhaust from the CTG will be controlled by Selective Catalytic Reduction (SCR) and an Oxidation Catalyst (OC). The facility will also operate a flare for the biogas gasification facility. The facility is subject to monitoring and record keeping requirements under 6 NYCRR Parts 201, 212, and 227. For the proposed gasification facility, the municipal waste combustor unit is subject to 40 CFR 60 Subpart Eb and 40 CFR 60 Subpart KKKK requirements. The primary Standard Industrial Code (SIC) is 4911 – Electric Services.

Pursuant to the requirements of Sections 7(2) and 7(3) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project’s consistency with the CLCPA.
 
The proposed Biomass facility would receive up to 450 tons per day (tpd) of C&D (123,750 tons per year), up to 100 tpd of unadultered wood waste (27,500 tons per year), up to 500 tpd of Municipal Solid Waste (MSW) (137,500 tons per year), and 25,000 tons per year of gypsum wallboard.

The Part 360 Solid Waste permit will be renewed with no modifications.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. State Historic Preservation Act (SHPA) Determination
Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.
