Proposed Action: DRAFT OPERATING PERMIT RENEWAL  

Purpose: MassDEP is issuing a Draft Operating Permit Renewal of the 

Facility's Operating Permit which encompasses all air quality requirements applicable to the Facility. 

Notice is hereby given that the Massachusetts Department of Environmental Protection (“MassDEP”), acting in accordance with the provisions of M.G.L. chapter 111, Section 142A through 142E, will offer for public comment the following draft Operating Permit Renewal issued pursuant to 310 CMR 7.00: Appendix C. 

The draft Renewal to the Operating Permit for Mustang Motorcycle Product, LLC is being issued in accordance with 310 CMR 7.00: Appendix C(6). The purpose of the Operating Permit is to codify all of the facility's applicable requirements under the state and federal Clean Air Act, including monitoring, record-keeping, reporting and special condition requirements and emission limitations, into a renewable Operating Permit.  This action is required by the U.S. Environmental Protection Agency as stated in its final rule approving MassDEP’s Operating Permit program (Federal Register Vol. 61, No. 95 Wednesday, May 15, 1996). 

The Operating Permit Renewal Application and MassDEP’s draft Operating Permit Renewal are available on the EEA ePLACE Public Access Portal. The Operating Permit Application, MassDEP’s proposed decision, and the administrative record can be made available for inspection, upon request, at MassDEP’s Office at the above letterhead address.  Comments may be submitted via the ePLACE Public Access Portal, via electronic mail to Marc.Simpson@mass.gov, or via mail to the letterhead address above, attention Permit Chief. To leave a comment via the ePlace Public Access Portal, on the Main page, click on the orange “Search and/or Comment” button, then click on the application you wish to review or comment on.  

The public comment period will extend until October 26, 2026.  Comments may be presented in writing until 5:00 PM on October 26, 2026. 

Under the provisions of 310 CMR 7.00: Appendix C(6)(f), a public hearing may be requested by any person by submitting a written request to the Western Regional Office, stating the nature of the issues to be raised at a public hearing. Based on the written request, MassDEP will determine if a public hearing will be held and a 30-day written notice will be given via the MassDEP Public Hearings & Comment Opportunities webpage. The duration of the public comment period shall automatically extend to the close of the public hearing as provided for at 310 CMR 7.00: Appendix C(6)(g).
