Project Description:
The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve an application for the renewal of Mount Sinai Medical Center’s Title V permit. This draft permit renewal would allow for the continued operation of an existing permitted facility, a research and teaching hospital located at 1 Gustave Levy Place in Manhattan— it does not include any new, expanded operations or changes to existing emission units, processes or emission sources.

The Facility currently operates the following regulated air emission sources: six (6) Victory Energy steam generating boilers (BLR01, BLR02, BLR03, BLR04, BLR05, BLR06) in Emission Unit UB0001; four (4) Caterpillar CAT 3512C electric generators (ENG01, ENG02, ENG03, ENG04) in Emission Unit U-CDRP, which participate in a Coordinated Demand Response Program (CDRP). Exempt sources under Subpart 201-3.2 Exempt activities, include twelve (12) emergency generators and nine (9) distillate oil storage tanks.

This is an existing major facility because the potential emissions of oxides of nitrogen (NOx) and carbon monoxide (CO) are greater than the major source threshold of 25 tons per year (tpy) and 100 tpy respectively. Under this renewal, the facility remains subject to the requirements of 6 NYCRR Subpart 227 Stationary Combustion Installations.

All six Victory Energy boilers (four rated at 60 MMBtu/hr and two rated at 95 MMBtu/hr) are capable of firing natural gas as the primary fuel, and #2 fuel as backup fuel. The six boilers have corresponding low NOx burners (LNB) and flue gas recirculation (FGR) for NOx emission reduction, and exhaust through a common stack (Emission Point B0001) that has a continuous opacity monitor (COMS). All boilers meet the presumptive NOx RACT emission limit of 0.08 pounds NOx per million Btu for mid-size boilers firing distillate oil/gas under Subpart 227-2.4(c) and particulate emission and opacity standards under Subpart 227-1.

Each of the four (4) diesel fired 2018 model year Caterpillar CAT 3512C electric generators rated 2010 bhp-hr or 1500 electrical kilowatts (EKW) with Tier II emission rates exhausts emissions through its own stack. Each engine continues to be limited to 200 hours per year of operation to avoid the New Source Review requirements under 6 NYCRR 231-6. Under this renewal, the four (4) Caterpillar CAT 3512C electric generators remain subject to NOx RACT requirements under 6 NYCRR 227-2. The Facility has submitted an updated case-by-case NOx RACT analysis in accordance with 6 NYCRR 227-2.5(c) and proposes to operate these engines under an alternative compliance limit of 4.54 grams per brake horsepower per hour (g/bhp-hr) because the presumptive NOx RACT emission limit for stationary internal combustion engines firing distillate oil of 2.3 grams/bhp-hr is not economically feasible. As per the terms of the draft permit, operation with a NOx RACT variance limit is approved by the Department until September 31, 2026, after which ENG01, ENG02, ENG03, & ENG04 will operate as emergency use only. This renewal includes a source- specific RACT determination, which will be submitted to the United States Environmental Protection Agency (USEPA) for approval as a revision to the State Implementation Plan (SIP).

Pursuant to the requirements of Section 7(2) and 7(3) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project’s consistency with CLCPA.

The renewal continues to include federal applicability requirements under New Source Performance Standards (NSPS)- 40 CFR Part 60 Subpart IIII, National Emission Standards for Hazardous Air Pollutants NESHAPS MACT- 40 CFR Part 63 Subpart ZZZZ. As per the terms of the draft permit, the Facility will remain subject to the provisions of 6 NYCRR 201-6 (Title V Facility Permits) among other state and federal laws, rules, and regulations. The draft Air Title V Renewal 4 permit contains a complete listing of the applicable state and federal laws, rules, and regulations, including emission limits, control requirements and compliance monitoring, testing, recordkeeping and reporting requirements for the facility, its emission units and emission points.
In accordance with 6NYCRR Parts 621.7(b) (9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public comment hearing.
