Project Description:
The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve this application to renew the Air Title V permit for this fabrication facility.

Mason Industries cuts, welds, and shapes steel frame units of varying sizes and shapes to hold rubber sheeting that is wrapped around the frame in various configurations to create vibrational dampening devices. Facility has two emission units. The first emission unit consists of spray painting and dip painting operations. Unit controls include triple baffles to trap 95% of solids. The second emission unit consists of mills, calendars, cutters, and autoclaves for the fabrication operations. Unit controls include a general exhaust system. 

Mason Industries has opted to cap its speciated Hazardous Air Pollutants (HAP) emissions to 9.5 tons per year and its total HAP emissions to 24.5 tons per year to stay below the applicability threshold for 40 CFR 63 Subpart U. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits.

This renewal does not include changes to the facility equipment or processes and does not authorize an increase in emissions.

Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project's consistency with CLCPA.

In accordance with 6NYCRR Parts 621.7(b) (9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public comment hearing. Comments and requests for a public comment hearing should be in writing and addressed to the Department representative listed below. The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.
