Emergency Burn Ban In Effect 10/26/24 - An emergency burn ban is now in effect for all Connecticut State Parks, Forests, and Wildlife Management areas, prohibiting the use of all outdoor grills, firepits, and campfires, and the kindling and use of flame outdoors. DEEP and local agencies are working to contain several active fires across the state. Please avoid all affected State Parks and Forests, as well as the blue-blazed Mattabesett Trail. The Enduro Trail in Voluntown and portions of North Stonington within the Pachaug State Forest are closed at this time. Notice is hereby given that the Department of Environmental Protection, acting in accordance with the provisions of M.G.L. chapter 111, Section 142A through 142E, will offer for public comment the following draft Operating Permit issued pursuant to 310 CMR 7.00: Appendix C.

The draft RENEWAL Operating Permit for Bellingham Power Generation, LLC, is being issued in accordance with 310 CMR 7.00: Appendix C(6). Since the initial Operating Permit was issued in 2005, there have been several changes to the facility’s processes and emissions. These changes include, but are not limited to, software upgrades, reducing the minimum operating level, and increasing the turbine maximum rated heat capacity. As a result from these changes, the facility has reduced carbon dioxide emissions. The existing short term emission limits and annual emission limits have not changed, and the increased heat capacity of the turbines results in an increase in emissions under 1 ton per year for all air contaminants except nitrogen oxides, which shows an increase of 2.47 tons per year.

The purpose of the Operating Permit is to codify all of the facility's applicable requirements under the state and federal Clean Air Act, including monitoring, record keeping requirements and emission limitations, into a renewable Operating Permit. This action is required by the U.S. Environmental Protection Agency as stated in its final rule approving the Department's Operating Permit program (Federal Register Vol. 61, No. 95 Wednesday May 15, 1996).

The public comment period will extend until, December 6, 2024. Under the provisions of 310 CMR 7.00: Appendix C(6)(f), a public hearing may be requested by any person by submitting a written request to the Regional Office, stating the nature of the issues to be raised at a public hearing. Based on the written request, the Department will determine if a public hearing will be held, and a 30-day written notice will be given. The duration of the public comment period shall automatically extend to the close of the public hearing as provided for at 310 CMR 7.00: Appendix C(6)(g).
