Subsequently the Permittee shall comply with all conditions of Permit No. 16201175-PCO as amended by the proposed Renewal Authorization. The activities are not expected to adversely affect any natural resources or human health.

Facility maximum storage capacity: 3,950 cy (Phase 1); 5,700 cy (Phase 2) Application No. 201908106 was submitted on June 28, 2019 to continue the Permittee’s authorization under Phase 1 capacities and to continue the authorization allowing for the construction as described below for Phase 2 operations. The facility consists of: an access road; a truck scale; office space; a vehicle maintenance garage repurposed as a processing building with a tipping floor for the receiving, consolidating and transfer of municipal solid waste (MSW) and recyclable items; a concrete sectional barrier, a concrete retaining wall and overhead doors establishing separate receiving and storage areas for the processing of MSW and recyclable items in the processing building; a truck wash bay; and various outdoor areas dedicated to the managing and storage of loaded containers.
Upon written approval of the Commissioner, the following previously permitted features may be constructed in the future:
For Phase 2 operation, a new processing building will be constructed adjacent to the vehicle maintenance garage (currently in use as a processing building) for the receiving, consolidating and transfer of construction and demolition (C&D) Waste including MSW, oversized municipal solid waste (OMSW) and recyclable items; and concrete push walls will be constructed within the new processing building to establish separate areas for the receiving, staging and off-site transfer of C&D Waste including MSW,
OMSW and recyclable items. A canopy-covered concrete pad will be installed for the storage of scrap appliances containing chlorofluorocarbons (CFCs), as well as a retaining wall to separate the load-out bay from the concrete pad. A baler, bale wrapper, and conveyor designed for various loads of solid wastes and recyclable items processing will also be installed. After completion of the Phase 2 construction, the building used for Phase 1 operations shall be repurposed back for use as a vehicle maintenance garage. The following waste materials may be accepted at the facility: The facility is currently operating at Phase 1 which allows for the receipt and processing of: 500 tpd total of (a) putrescible MSW; (b) C&D waste including OMSW; (c) recyclable items; (d) scrap metal including appliances containing CFC liquid; (e) cardboard; (f) clean wood; and (g) scrap tires.
Upon written approval granted by the Commissioner, and in accordance with the conditions set forth in the Permit to Construct and Operate, Phase 2 operations would allow for the receipt and processing of: 800 tpd total of the aforementioned waste streams.
The facility is located on a 6-acre site within a 16-acre parcel of land. Phase 2 construction will expand the facility to 7 acres. The proposed activity is located within the watershed of Still River.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. PETITIONS FOR PUBLIC HEARING
The Commissioner may conduct a public hearing, if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws, including Public Act 25-84, which was effective upon passage in June 2025.
